Job summary

The National Environment Agency (NEA) in Singapore is seeking a seasoned Project Manager to lead infrastructure projects for recovery and reuse of landfilled materials, collaborating with NEA, MSE, and external consultants to deliver objectives.

You will coordinate tender processes, budget plans, schedules, and environmental compliance, while engaging government agencies and contractors to ensure timely delivery and safe, sustainable outcomes.

Qualifications

• Bachelor’s degree in Civil, Electrical, Mechanical or Environmental Engineering required.
• 5–7 years of infrastructure project management or procurement experience.
• Experience with EIA/EMMP and coordination of environmental studies.
• Knowledge of government funding processes and IMs.
• Public sector procurement, tender specs, evaluations and contract admin familiarity (PSSCOC).
• Strong communication and stakeholder management skills.

Responsibilities

• Initiate, plan, execute, monitor, and control projects assigned to you.
• Prepare and review tender specifications, technical requirements, evaluation criteria and contract documentation.
• Propose budget plans, manage project scope, cashflow, schedule, risks and deliverables.
• Monitor progress and ensure compliance with technical, contractual, safety and environmental requirements.
• Coordinate site investigations, environmental impact and engineering assessments.
• Engage stakeholders including government agencies, consultants and contractors for project implementation.
