Job summary

Info-communications Media Development Authority (IMDA) is seeking a Senior Manager to lead strategy, design, delivery and scaling of digital engagement and adoption programmes in collaboration with community partners across Singapore.

You will translate national digital inclusion objectives into sustainable programmes for seniors, low-income households and other groups, managing GROs, GRLs and 3Ps partners to extend reach and measure outcomes. Position is commensurate with qualifications.

Qualifications

  • 10-15 years of relevant experience in programme development, programme management, community engagement or related fields.
  • Demonstrated experience designing, delivering, and scaling community-based or public-facing programmes for diverse population groups.
  • Proven ability to develop and manage multi-stakeholder partnerships, including community organisations, grassroots leaders, public agencies, or similar stakeholders.
  • Strong strategic thinking and the ability to translate policy priorities and community needs into practical programme and partnership plans.
  • Strong project, organisational, stakeholder management, communication, and negotiation skills, with the ability to manage multiple priorities and resolve complex issues.
  • Experience in establishing performance measures and using data, feedback, and evaluation findings to drive continuous improvement.

Responsibilities

  • Lead the development of strategies and scalable programme models that strengthen digital skills, confidence, participation, and sustained adoption among target communities.
  • Translate policy priorities, community needs, research, and operational insights into clear programme objectives, service models, delivery plans, and performance measures.
  • Design and refine programmes with internal teams, community partners, and other stakeholders to ensure relevance, accessibility, and alignment with IMDA’s objectives.
  • Identify opportunities to pilot, enhance, and scale initiatives across communities and delivery channels.
  • Develop and execute partnership strategies to expand and strengthen IMDA’s network of community partners.
  • Acquire new partners, renew and deepen existing partnerships, and establish clear shared outcomes, roles, commitments, and delivery arrangements.
  • Build trusted relationships with GROs, GRLs, 3Ps and other stakeholders to secure their sustained participation and support.
  • Serve as a key account lead for strategic partners, addressing issues, aligning expectations, and identifying opportunities for collaboration and growth.
  • Oversee programme planning, mobilisation, implementation, and scaling in partnership with internal teams and community stakeholders.
  • Ensure programmes are delivered effectively, meet the needs of target groups, and achieve intended digital inclusion and adoption outcomes.
  • Coordinate partners, community leaders, volunteers, and delivery teams to ensure readiness, quality, timely execution, and effective issue resolution.
  • Establish governance, operating processes, and feedback mechanisms to support consistent delivery and accountability.
  • Establish and monitor programme and partnership performance indicators, including reach, engagement, adoption, service quality, stakeholder satisfaction, and impact.
  • Use quantitative data, community feedback, and operational insights to evaluate effectiveness, identify gaps, and recommend improvements.
  • Provide timely management reporting on progress, risks, outcomes, and corrective actions.
  • Apply evaluation findings and lessons learned to improve programme design, delivery models, partnership approaches, and resource allocation.
  • Lead, mentor, and develop the team, setting clear priorities, responsibilities, performance expectations, and development plans.
  • Build the capabilities of staff, partners, and delivery stakeholders through appropriate tools, guidance, training, and knowledge sharing.
  • Foster a collaborative, accountable, and high-performing culture focused on community impact and operational excellence.

What the role is:

This role is pegged at the Senior Manager level and sits with the Digital Readiness (DR) Group, which is building an inclusive digital society where all Singaporeans are able to use digital technology actively, responsibly and confidently. DR’s programmes engage individuals, schools, and communities across all ages to provide Singaporeans with access to devices, digital skills and opportunities to explore emerging technologies that will enrich their daily lives.


Role Overview

You will lead the strategy, design, delivery, and scaling of digital engagement and adoption programmes through strong community partnerships. You will translate national digital inclusion objectives and community needs into effective, sustainable programmes for seniors, low-income households, families, youths, and other target groups. The role will also build and manage partnerships with Grassroots Organisations (GROs), Grassroots Leaders (GRLs) and Private, People and Public [3(P)] sector partners to extend programme reach, deepen participation, and achieve measurable outcomes.
