Job summary

Turner & Townsend in Singapore is seeking an experienced Senior Programme Manager to lead mobilisation across major capital, infrastructure and real estate programmes. You will shape vision, delivery principles and governance to enable rapid, value-driven outcomes.

You will partner with clients and senior stakeholders, design operating models, and drive organisational change across advisory and client leadership streams. A track record of large-scale delivery and PMO excellence is essential.

Qualifications

• 10+ years' experience in programme management, advisory, consulting or organisational transformation.
• Proven experience mobilising large-scale programmes or portfolios.
• Experience developing programme operating models and governance frameworks.
• Strong understanding of programme management and PMO best practices.
• Experience working with major infrastructure, real estate, defence, transport, energy or government programmes.
• Strong workshop facilitation and stakeholder management skills.
• Demonstrated ability to influence senior executives and programme leadership teams.
• Excellent analytical, strategic thinking and communication skills.

Responsibilities

• Lead mobilisation of major capital, infrastructure, and real estate programmes.
• Define programme vision, objectives and delivery principles.
• Develop mobilisation roadmaps and implementation strategies.
• Establish programme management offices and integrated delivery functions.
• Support clients through initiation, transition and scale-up phases.
• Ensure governance, structures and interfaces align with business objectives.
• Design and implement programme operating models and governance frameworks.
• Align operating models with complexity, risk and maturity.
• Lead organisational change activities for mobilisation and transformation.
• Provide recommendations on programme design and optimisation.
