The position is designed to drive client delivery across the region and also supporting in business generation activities for Advisory that directly supports in the growth of the team (Including infrastructure and energy)
- Lead programme mobilisation activities for major capital, infrastructure, real estate and transformation programmes.
- Define programme vision, objectives and delivery principles.
- Develop mobilisation roadmaps and implementation strategies.
- Establish programme management offices and integrated delivery functions.
- Support clients through programme initiation, transition and scale-up phases.
- Ensure programme structures are aligned with business objectives and delivery requirements.
- Design and implement programme operating models that define governance, organization structures, roles, accountabilities, processes and interfaces.
- Define delivery partner, client and supply chain responsibilities.
- Design programme delivery frameworks and integrated management systems.
- Align operating models with programme complexity, risk profile and maturity.
Organisation Design
- Design programme organisational structures and capability frameworks.
- Define leadership, functional and delivery team roles.
- Establish resource and workforce planning strategies.
- Support recruitment and onboarding of key programme personnel.
- Develop responsibility matrices and delegations of authority.
Governance & Decision-Making
- Establish governance frameworks and management structures.
- Define committees, forums and reporting arrangements.
- Develop programme policies, procedures and governance documentation.
- Design escalation and decision-making pathways.
- Ensure governance arrangements enable efficient and informed decision-making.
- Ensure alignment across delivery, controls, commercial, finance, risk and stakeholder functions.
- Facilitate integration between client teams, consultants and contractors.
- Establish programme-wide planning and coordination mechanisms.
- Promote consistency in ways of working across multiple projects and workstreams.
Transformation & Change
- Lead organisational change activities associated with programme mobilisation and transformation.
- Support adoption of new governance models, processes and ways of working.
- Develop stakeholder engagement and change management strategies.
- Identify and address organisational readiness challenges.
Advisory & Client Leadership
- Act as a trusted advisor to executive-level client stakeholders.
- Facilitate workshops and strategic planning sessions.
- Provide recommendations on programme design and optimisation opportunities.
- Develop executive presentations and client deliverables.
- Support business development and proposal activities.
Qualifications
- 10+ years' experience in programme management, advisory, consulting or organisational transformation.
- Proven experience mobilising large-scale programmes or portfolios.
- Experience developing programme operating models and governance frameworks.
- Strong understanding of programme management and PMO best practices.
- Experience working with major infrastructure, real estate, defence, transport, energy or government programmes.
- Strong workshop facilitation and stakeholder management skills.
- Demonstrated ability to influence senior executives and programme leadership teams.
- Excellent analytical, strategic thinking and communication skills.
