Job summary

TÜV SÜD Group in Singapore seeks a Senior Program Manager to lead the Centre of Excellence (CoE) program end-to-end. You will govern multiple workstreams, manage budgets and resources, and coordinate across carbon markets, digital MRV, and decarbonization initiatives.

You will ensure compliance with funding requirements and deliver scalable market solutions. You will collaborate with global CoE leadership and external stakeholders, shaping governance structures, reporting, and risk management

Qualifications

• 7+ years of experience managing complex international programs in climate, sustainability, carbon markets, or related sectors
• Strong understanding of project and program management methodologies (waterfall, hybrid, agile)
• Excellent structuring, analytical, and communication skills
• Experience with public funding programs or regulatory frameworks is an advantage
• Bachelor's Degree in Business Administration, Engineering, Natural Sciences, or a comparable field

Responsibilities

• Lead the overall management of the Centre of Excellence (CoE) program across all workstreams and initiatives
• Develop and maintain an integrated program and portfolio plan with timelines, dependencies, milestones, and deliverables
• Ensure alignment between initiatives and the CoE roadmap; prioritise with the Head of Global CoE
• Coordinate technical workstreams across carbon markets, digital MRV, decarbonization technologies, and climate integrity initiatives
• Establish and enforce standardized PMO methodologies, tools, and templates
• Prepare and facilitate program governance and steering meetings; ensure clear decision-making and reporting
• Monitor progress, milestones, budgets, and resource allocation; report deviations
• Collaborate with Finance on budget tracking and funding costs; ensure LoA compliance with EDB
• Coordinate cross-functional collaboration across dMRV Platform Development, Technical & Engagement Office, Thought Leadership, Go-to-Market
• Manage risks, dependencies, and changes; communicate impacts on timelines and costs
• Support HR, Legal, Procurement in program-related processes
