Job summary

The Early Childhood Development Agency (ECDA) within the Ministry of Social and Family Development in Singapore is seeking a proactive Programme Lead to plan, manage and improve ECDA-funded programmes and services for children with developmental needs and low-income families. Qualifications

• Bachelor’s degree with relevant experience in programme or service delivery, operations, project management or stakeholder management.
• Independently lead substantial programmes, projects or workstreams from conceptualisation through to implementation.
• Good communication and interpersonal skills, with the ability to work effectively with different stakeholders.
• Strong analytical and problem-solving skills, with the ability to analyse information and develop well-reasoned, practical recommendations.
• Strong execution skills, with the ability to manage multiple workstreams, anticipate issues and follow through on implementation with limited supervision.
• Takes initiative, resourceful and comfortable working through ambiguity.
• Able to work independently and as part of a team in a fast-paced environment.

Responsibilities

• Plan, manage and improve ECDA-funded programmes and services for children with developmental needs and/or low-income families.
• Independently lead key programmes, workstreams and improvement initiatives from identifying and framing issues to developing recommendations and driving implementation.
• Work closely with service providers and partners to ensure that services are accessible, delivered effectively and responsive to the needs of children and families.
• Lead the management of service providers across the programme lifecycle, including operator appointment and re-appointment, funding agreements, performance monitoring, and exit and transition planning.
• Engage operators regularly to address implementation issues and follow up on programme, funding and reporting requirements.
