Job summary

GovTech Singapore is looking for a Product Manager to join the Engagement and Case Management Programme. In this role, you will own the end-to-end lifecycle of digital services aimed at improving citizen interactions with government.

The ideal candidate has 3-5 years of digital product management experience using Agile methodologies. Strong analytical and strategic navigation skills are crucial to align cross-agency priorities and deliver impactful solutions.

About the Role

As part of the Citizen Platform Products division, you will join a high-performing team dedicated to making government services seamless, personal, and inclusive.

At the Engagement and Case Management Programme, our products are the primary touchpoints through which residents interact with the Singapore Government. We design and develop a suite of software applications including FileSG, Signify, PersonaliseSG, CrowdTask SG, and BookingSG. We are looking for mission-driven Product Managers who thrive at the intersection of technology, policy, and human‑centric design.

What you will be working on

As a Product Manager within Engagement And Case Management Programme, you will own the end-to-end lifecycle of multiple high‑impact digital services.

• Problem vision and strategy: Refine the product’s "North Star". You will identify high-value problems within the citizen engagement space and develop strategies that balance user needs with national priorities and policy constraints.
• End-to-End Roadmap Ownership: Prioritize features based on data‑driven insights, technical feasibility, and stakeholder impact. Move beyond "feature building" to "outcome delivery".
• Stakeholder Diplomacy: Navigate the complexities of cross‑agency collaborations. You will be the bridge between cross‑functional software development teams, policy makers, and agency partners to align diverse interests toward a common goal.
• Full-Stack Product Management:
  • i) Research: Lead market sizing and user discovery to stay ahead of digital trends.
  • ii) Resourcing: Collaborate with finance and agency stakeholders on sustainable funding models and pricing strategies.
  • iii) GTM & Growth: Drive product adoption through targeted communications and go‑to‑market strategies.
• Performance & Innovation: Track product‑market fit, evolve features, and innovate based on new technologies. Foster a culture of continuous improvement and champion innovation best practices across GovTech and partner agencies.

What we are looking for

• Strategic Navigation Skills: You have a knack for navigating the complexity of the Government’s cross‑agency priorities. You can build consensus where interests diverge and drive progress through ambiguity.
• Technical Intuition: You have a sound understanding of software architecture and design systems, allowing you to make informed trade‑offs with engineers and designers.
• Rigorous Analytical Ability: You possess excellent analytical and decision‑making skills. You don’t just "have a feeling"—you use data and first‑principles thinking to dismantle complex problems.
• Initiative‑driven Mindset: You are an "owner," not a "coordinator." You take the initiative to solve problems before they are assigned to you and thrive in a fast‑paced, dynamic environment.
• Digital Delivery Experience: At least 3 (PM), or 5+ years (Senior PM) of shipping successful digital products using Agile methodologies (e.g. Scrum Masters, Product Owners) and tools (e.g. Figma, Jira, Confluence).
• Education: Bachelor’s degree in Business, Computer Science, Engineering, or a related field. (MBA or advanced degrees are a plus).
• Responsive Communication: You have excellent communication skills and can distill complex technical or policy hurdles into clear, persuasive narratives for both peers and senior leadership.
