Job summary

Sulzer Singapore Pte. Ltd. is seeking a Senior Procurement Engineer to lead strategic sourcing and procurement for engineered equipment and major project buyouts.

You will own procurement strategy, supplier management, negotiations, and cost optimization while ensuring compliance with Sulzer policies and ESG standards. In this role you will guide project procurement from requisition through final delivery, manage risk, and mentor procurement engineers while aligning with KPIs and delivery

Qualifications

• Minimum 10–15 years of procurement experience in EPC, Oil & Gas, Energy, Chemical, Process equipment or related industries.
• Proven experience in strategic sourcing, supplier management, cost reduction, and project procurement execution.
• Ability to lead cross-functional teams and communicate effectively in English.

About the role

Job Summary

The Senior Procurement Engineer is responsible for leading strategic sourcing and procurement activities for engineered equipment, fabricated packages, subcontracted services, and project buyouts supporting Process Solutions projects and operations.

The role owns procurement strategy development, supplier management, commercial negotiations, supplier risk mitigation, project procurement execution, and cost optimization initiatives while ensuring compliance with company policies, quality requirements, ESG standards, and project specifications.

With increasing business demands, this role serves as the procurement focal point for complex and high-value procurement packages, providing leadership, guidance, and expertise to project stakeholders and procurement team members.

Main tasks and responsibilities

Strategic Sourcing & Procurement Leadership

• Develop and execute sourcing strategies aligned with project and business objectives.
• Lead procurement planning activities for assigned projects and strategic sourcing initiatives for bidding jobs.
• Drive cost competitiveness through supplier benchmarking, market intelligence, and best-cost qualified sourcing.
• Develop best-cost-country sourcing strategies while collaborating with stakeholders in maintaining quality, technical compliance and delivery requirements with Procurement Rights in mind (Right product, right quality, right suppliers, deliver at the right time to the right location)
• Identify and implement value engineering opportunities together withEngineering and Project teams.
• Drive procurement productivity, cost reduction, and working capital improvement initiatives.
• Provide guidance and mentoring to Procurement Engineer(s)
• Strong alignment to Procurement KPIs

Project Procurement Management

• Lead procurement activities from requisition to final delivery for critical project packages.
• Develop project procurement plans and procurement schedules.
• Participate in project kick-off meetings and provide procurement execution strategies.
• Manage procurement of engineered equipment, fabricated packages, pressure vessels, heat exchangers, pumps, skids, electrical and instrumentation systems, valves, piping, structural components, and subcontracted services.
• Ensure procurement activities comply with project specifications, client requirements, budgets, and project milestones.
• Identify project procurement risks and develop mitigation plans.
• Support project teams in resolving commercial and supply-chain challenges.

Supplier Qualification & Supplier Management

• Lead supplier identification, qualification, and selection processes.
• Assess supplier manufacturing capabilities, quality systems, certifications, technical competence, and financial stability.
• Support and participate in supplier audits together with Quality and Engineering teams.
• Manage strategic supplier relationships to improve cost, quality, innovation, and delivery performance.
• Conduct supplier performance reviews using established KPIs.
• Develop supplier improvement programs and corrective action plans where required.
• Support Approved Vendor List development and supplier rationalization initiatives.

Commercial Evaluation & support in Technical Evaluations

• Lead & approves commercial bid evaluations and support technical bid evaluations in collaboration with Engineering and Project teams.
• For Critical Packages: Analyze supplier proposals based on commercial competitiveness, technical compliance, manufacturing capability, and execution risk.
• For Critical Packages: Review supplier exceptions, deviations, clarifications, and qualifications
• Ensure technical and commercial recommendations are properly documented and approved.
• Support Sales in Costing evaluations for major packages/projects

Commercial Negotiation & Contract Management

• Lead negotiations covering pricing, delivery schedules, payment terms, warranties, liquidated damages, contractual terms, and risk allocation.
• Negotiate framework agreements and long-term supply agreements where applicable.
• Support claim management, variation orders, dispute resolution, and contract administration activities.
• Ensure contracts adequately protect Sulzer's commercial and operational interests.
• Drive continuous commercial improvement through supplier negotiations and market analysis .

Expediting, Inspection & Logistics

• Monitor manufacturing progress for assigned packages that Project Managers cannot handle and disseminate to Procurement Engineer where possible
• Support Quality for coordination of inspection activities, witness points, FATs, and supplier quality requirements.
• Work with suppliers, logistics providers, expeditors, and project teams to ensure on-time delivery.
• Identify and resolve supply chain disruptions that may impact project schedules.
• Ensure accurate milestone tracking and delivery updates within SAP and other procurement reports/systems.

Compliance, Sustainability & Risk Management

• Ensure procurement activities including the subordinate(s) comply with company policies, Delegation of Authority (DOA), procurement procedures, and contractual requirements.
• Promote ESG principles and sustainable procurement practices throughout the supply chain.
• Ensure NDAs, Code of Business Conduct acknowledgments, screening sanctions, and other compliance requirements are completed.
• Monitor supplier risks including capacity constraints, geopolitical risks, single-source exposure, quality concerns, and financial stability.
• Support internal and external audits where required.

Documentation & Reporting

• Ensure complete procurement records are maintained in SAP and related
• procurement systems.
• Maintain proper documentation supporting supplier selection, bid evaluations, negotiations, and award decisions to be ISO auditor worthy
• Prepare procurement reports covering: Cost savings (including design to cost & cost avoidance), Supplier performance, Project procurement status, Risk registers & lesson learns, Payment terms, OTIF and other Procurement KPIs
• Present procurement updates to Head of Procurement and project stakeholders.

Qualifications

Related work experience

• Minimum 10-15 years of procurement experience within EPC, Oil & Gas, Energy, Chemical, Process Equipment, Industrial Manufacturing, or related industries.
• Proven experience managing procurement of engineered equipment and major project buyouts.
• Strong experience with pumps, pressure vessels, heat exchangers, skids, packages, mechanical equipment, electrical and instrumentation systems, and subcontracted services.
• Demonstrated track record in supplier negotiations, cost reduction, and project procurement execution with Entrepreneurial mindset
• Experience working in multinational and matrix organizations.
• Experience managing complex projects and stakeholders across Engineering, Projects, Operations, Quality, and Supply Chain.
• Strong understanding of global supply markets and international sourcing.

• Capable of working under pressure, well time management with systematic & structural working style.
• Reliable and disciplined with a high level of integrity.
• Can communicate in English.
• Familiarity with SAP systems and willing to learn more on Digital Procurement

Formal education or equivalent

• Bachelor's Degree in Mechanical Engineering, Chemical Engineering, Industrial Engineering, Supply Chain Management, or equivalent.
