Job summary

The Public Service Division seeks a strategic planner to strengthen Singapore’s ICT workforce policy. You will shape manpower trends, analyse data, and translate insights into policy and programmes that support national tech growth.

You will work with PSD teams across Planning, Strategy and Data, Jobs and Skills, and Talent Developments, delivering papers and briefs to senior officials. Appointment level reflects experience.

Qualifications

• At least 5 years of relevant experience in planning, strategy, public policy, manpower, data and analytics, foresight, programme implementation or related fields.
• Strong project and stakeholder management abilities with cross-team collaboration.
• Strong analytical and strategic-thinking skills with evidence-based recommendations.
• Excellent written and verbal communication, able to distil complex issues for senior officials.
• Experience in Singapore public sector or technology industry is advantageous.

Responsibilities

• Drive the strategic planning cycle, align priorities, resources, and manage risks.
• Develop tech workforce strategies and policies to keep pace with sector developments.
• Undertake horizon scanning and labour market benchmarking to detect trends and signals.
• Prepare papers and presentations to communicate IMDA’s position to senior management and officials.
