PERSOL Singapore Pte Ltd is seeking a senior marine operations leader to oversee end-to-end vessel performance, safety, and compliance across daily activities and inspections.

You will drive continuous improvement in operational readiness, audit outcomes, and fleet performance through strong governance and cross-functional coordination with terminals, charterers, customers, insurers, and surveyors.

Qualifications

• CoC Class 1 or Class 2 (Master) certification.
• Minimum 7 years of shore-based marine safety, health, environment and compliance experience.
• Strong knowledge of maritime regulations, audit/inspection expectations and operational compliance.
• Proven experience leading audits, investigations and corrective-action programs.
• Strong leadership and ability to coordinate across vessels and shore teams.

Responsabilités

• Coordinate and manage marine operations to ensure compliance with applicable requirements from terminals, charterers/customers, and relevant international/local regulations.
• Plan, schedule, and oversee external and internal audits/inspections, ensuring timely closure of findings and readiness across vessels.
• Arrange and manage management-system related audits and inspections (e.g., safety, security, and seafarer welfare frameworks) with relevant parties.
• Coordinate vetting inspections and manage required submissions on industry vetting platforms, where applicable.
• Ensure marine operations are executed in line with the Safety Management System and established operating procedures.
• Monitor the upkeep of onboard notices, manuals, and publications to ensure documents are current and properly controlled.
• Oversee maintenance readiness for navigation and cargo-operation equipment, ensuring servicing, repair, and replacement plans are executed on time.
• Lead incident/accident investigations, determine root causes, and implement corrective and preventive actions with clear accountability.
• Develop and implement compliance plans for upcoming regulatory and operational requirements, including pollution-prevention obligations.
• Provide regular operational and safety performance updates to leadership, highlighting risks, trends, and improvement actions.
• Liaise with external stakeholders.
• Coordinate with insurers and surveyors for required vessel surveys and follow-up actions.
• Allocate work and delegate responsibilities within the marine function; provide guidance and oversight to ensure effective execution.
• Manage departmental resources and administer the marine department budget with cost discipline and operational effectiveness.
• Participate in Safety Management System reviews and support emergency response readiness as part of the response structure.
