Job summary

A*STAR - Agency for Science, Technology and Research is seeking a skilled HR professional to support manpower planning and establishment management across the organisation.

You will partner with stakeholders to forecast current and future manpower needs, manage establishment changes aligned to headcount priorities, monitor budgets and resource allocation, produce workforce reports and analytics to inform strategic decisions, monitor trends, ensure data accuracy, and contribute to national

Qualifications

• At least 3 years of relevant HR/manpower planning experience.
• Strong analytical, problem‑solving and numerical skills.
• Good stakeholder management and communication abilities.
• Proficient in Microsoft Excel; data visualization experience preferred.
• Meticulous, organised and able to manage multiple priorities.
• Self-motivated team player who can work independently in a fast-paced environment.

Responsibilities

• Partner stakeholders to plan current and future manpower requirements.
• Manage establishment changes aligning with headcount and priorities.
• Support reviews for new initiatives and growth areas and identify opportunities for optimisation.
• Monitor manpower establishment, staffing levels and manpower expenditure.
• Prepare manpower reports and submissions for management, public service and national manpower surveys.
