Job summary

Singapore Public Service is seeking a Senior Manager in the Communications Development Division to lead capability-building initiatives and policy development across PA's communications workforce. You will coordinate cross-functional projects, design knowledge resources and governance guidelines, and drive continuous improvement through data insights.

Responsibilities

Plan and implement capability-building initiatives across PA.
Develop competency frameworks, career pathways and role definitions for communications officers.
Design and maintain knowledge resources, playbooks, toolkits and best-practice guides; coordinate Communities of Practice.
Develop policies, governance frameworks and operating guidelines for PA's communications function.
Monitor effectiveness via data analysis and stakeholder feedback; prepare reports for management.
Partner PA divisions to co-develop practical solutions and pilot AI-enabled tools and workflows.
