Job summary

The People’s Association (PA) is seeking a seasoned professional to strengthen Singapore’s emergency preparedness posture. The role involves developing policies, implementing systems, and coordinating nationwide community responses with Whole-of-Government agencies and partners.

You will lead crisis management activities, oversee the PA Crisis Operations Centre, and drive training programmes to enhance readiness across PA, GROs, and partners.

Qualifications

• Minimum 3–5 years in emergency preparedness, crisis management, or related fields.
• Experience working with government agencies or community organizations is a plus.
• Strong analytical, communication, and coordination skills.

Responsibilities

• Develops doctrine, policies, plans, SOPs and systems for emergency preparedness.
• Coordinates nationwide community emergency responses with agencies and partners.
• Liaises with external agencies for whole-of-government collaborations and exercises.
• Oversees PA Crisis Operations Centre and supports secretariat duties for emergency operations.
• Oversees EP warehouse operations including storage and delivery of EP items.
• Guides Constituency Offices and Community Emergency and Engagement Committees to readiness.
• Implements emergency preparedness training programmes and crisis response exercises.
• Compiles reports on EP activities and engagement status of members and partners.
• Plans and runs EP programmes and roadshows to widen outreach.
