Job summary

People's Association (PA) is seeking a Principal Manager (Building) to lead the end-to-end delivery of complex Community Club/Centre building and upgrading projects, ensuring spaces are thoughtfully designed, well-governed, and delivered to high standards. This role drives multidisciplinary teams and coordinates multi-stakeholder developments to bring community spaces to life.

Responsibilities

• Lead review and coordination of overall building, common space, and interior design with Advisers, Grassroots Leaders, BFC, CCMC, and co-locating partners; build alignment on project vision and consensus for community facilities during design and construction stages.
• Lead multidisciplinary project teams to deliver building and upgrading projects from design through completion; ensure governance across design, construction, DLP, handover to FM, DPIPs, and final project accounts.
• Provide strategic direction to multi-disciplinary consultants to meet schedule, budget, quality and operational objectives.
• Oversee funding approvals for community infrastructure programs and maintain status reports for management and stakeholders.
• Coordinate with internal stakeholders on design briefs for new/upgrading CCs; procure/appoint consultants and contractors; conduct topographic/site surveys and soil investigations.
• Identify potential project risks and implement mitigation strategies; oversee budgets and variation orders for cost-effectiveness.
• Oversee project closure and timely handover of documents; ensure compliance with government procurement and financial procedures; archive data for audit readiness.
• Mentor and guide project managers to build technical capabilities and a delivery-focused culture.

[What the role is]

The Principal Manager (Building) leads the end-to-end delivery of complex Community Club/Centre (CC) building and upgrading projects that enable and support PA's community engagement efforts. The role contributes directly to PA's mission of fostering social cohesion and community bonding by ensuring that community infrastructure is thoughtfully designed, well-governed, and delivered to the highest standards. Operating with a high degree of independence and technical depth, the incumbent serves as a key project lead within the Building Division, driving multidisciplinary project teams and shaping how complex, multi-stakeholder developments are planned and executed to bring community spaces to life.

[What you will be working on]

• 1. Lead the review and coordination of overall building, common space, and interior design with key stakeholders, including Advisers, Grassroots Leaders, BFC, CCMC, and co-locating partners. Build alignment on the project vision and facilitate consensus among multiple stakeholders to deliver synergistic and complementary community facilities that address residents' needs in both standalone Community Clubs (CCs) and integrated co-located community developments throughout the Design and Construction stages.
• 2. Lead multidisciplinary project teams to deliver community infrastructure building and upgrading projects from design through completion. Ensure effective project governance across all stages, including design, construction, Defects Liability Period (DLP), handover of required documentation to Facilities Management (FM), completion of DPIPs, and timely finalisation of project accounts.
• 3. Provide strategic direction to appointed team of multi-discipinary consultants comprising professionals in project management, architectural, civil & structural, mechanical & electrical, environmental, interior design and etc. to ensure assigned projects complete within schedule & approved budget to meet the projects’ strategic, design, quality and operational objectives.
• 4. Oversee funding approvals for community infrastructure building/upgrading programmes and maintain strategic oversight of overall status of projects to ensure timely submission of status reports to Management and Stakeholders.
• 5. Lead the coordination with internal stakeholders on Design Briefs for new and upgrading of CCs. Procure/appoint Consultants & Contractors for building/upgrading programmes and projects, as well as the necessary predevelopment services/works such as topographic and site surveys and soil investigation etc.
• 6. Proactively identify potential project risks such as delays or cost overruns and implementing mitigation strategies. Oversee overall project budgets, reviewing of variation orders, etc. to ensure cost-effectiveness.
• 7. Oversee project closure, ensuring timely handover of project documents to internal stakeholders, full compliance with Government procurement and financial procedures, and systematic archiving of essential data, financial information, and authority approval records to support audit requirements and future building development.
• 8. Mentor and guide project managers within the Division to build their technical capabilities and people management skills, fostering a high-performing team culture focused on delivery excellence.
