The National Youth Council Singapore is seeking a Senior Manager/Manager (TO) - Operations to lead the Discover platform lifecycle. You will drive cross-functional teams across product, engineering, and UX to deliver reliable, youth-centric solutions for young people across life stages.

You will establish performance standards, manage platform operations, gather requirements, prioritise roadmaps, and steer improvements while aligning with government guidelines.

Qualifications

• 3-5 years in product operations or a related field; 5-6 years with leadership for Senior Manager consideration
• Strong leadership, strategic thinking, and excellent communication and collaboration skills
• Adept at navigating ambiguity, managing complex workstreams, and influencing stakeholders at all levels
• PMP, Agile/Scrum, UX/UI Design or Data Analytics experience would be a plus

• Platform Operations and Monitoring — oversee day-to-day management of the Discover platform and KPI tracking.
• Platform Enhancement and Development — lead backlog prioritisation and requirements gathering for Discover.

What The Role Is

You will be part of the Transformation Office (TO) in National Youth Council (NYC). The TO unit aims to build an agile, capable, data-driven and youth-centric NYC, powered by passionate and purposeful people. We work across teams, functions, and disciplines to strategise, design, testbed, drive and support digital transformation in NYC.

The TO unit aims to build an agile, capable, data-driven and youth-centric NYC, powered by passionate and purposeful people. We work across teams, functions, and disciplines to strategise, design, testbed, drive and support digital transformation in NYC. As Senior Manager/ Manager (TO) - Operations, you will lead digital product excellence at NYC, overseeing the end-to-end lifecycle of the Discover platform, driving cross-functional teams, and shaping user-centric solutions that serve youth across various life stages. You will be accountable for delivering measurable improvements in user adoption and engagement, and for providing strategic direction across platform operations and development.

What You Will Be Working On

• Platform Operations and Monitoring — Lead the day-to-day management of the Discover platform, setting performance standards, overseeing KPI tracking, analyse programme data and recommend areas for improvements by programme teams, directing maintenance and technical support, and ensuring platform reliability and optimal user experience for youth across different life stages.
• Platform Enhancement and Development — Drive platform enhancement strategies and oversee development roadmaps, including backlog prioritisation, user acceptance testing, stakeholder approvals, and leading Discover requirements gathering and prototyping.
• Process Improvement and Compliance — Spearhead workflow optimisation initiatives, establish and govern standard operating procedures, and ensure compliance with relevant Government Instruction Manuals and IT guidelines to improve operational efficiency.
• Stakeholder Management and Team Development — Lead engagement with the business units and stakeholders, including MCCY IT Division (ITD), manage and mentor junior team members, and present strategic updates to senior management and the Steering Committee.

What We Are Looking For

• At least 3-5 years of relevant experience in product operations or a related field. Candidates with relevant experience of 5-6 years or more, including at least 1-2 years in a supervisory or leadership capacity, can be considered for Senior Manager position.
• Strong leadership, strategic thinking, and excellent communication and collaboration skills, with a proven ability to drive outcomes across cross-functional teams.
• Adept at navigating ambiguity, managing complex workstreams, and influencing stakeholders at all levels of seniority.
• Proficient or experienced in Project Management Professional (PMP), Agile/Scrum, User Experience (UX)/ User Interface (UI) Design or Data Analytics would be an added advantage.
