Job summary

PMO - Communications Group in Singapore seeks a capable Procurement Officer to lead the agency's procurement function, ensuring transparency, value for money, and compliant processes.

You will work with users to translate requirements into sourcing strategies, manage end-to-end procurement from tendering to contract management, and develop staff through training while engaging diverse stakeholders.

Qualifications

• Knowledge in Government procurement process, Government Instruction Manual on Procurement and GeBIZ.
• At least 3 years' relevant work experience in procurement in the public sector.
• Self-driven, resourceful and able to make things happen.
• Strong analytical, communication, presentation and writing skills, able to work independently.
• Good organizational and time management skills.
• Able to interact with diverse internal and external stakeholders.
• Singapore Citizens only.

Responsibilities

• Lead the agency's procurement function to drive operational efficiency and effectiveness for systems and processes.
• Work with users to understand requirements, review specifications, and formulate procurement strategies.
• Strategize buys for best sourcing to meet timelines and deliver value.
• Prepare quotations and tender documentation.
• Conduct end-to-end procurement processes including sourcing, tendering, evaluation and contract management.
• Review procurement SOP to align with government policies and enhance performance.
• Identify developmental needs of officers to strengthen procurement competency through training.
• Other duties assigned by the Division.

Job description

What the role is:

You will be part of a dynamic and highly driven team which ensures the smooth and efficient running of administrative office operations. In particular, you will lead the agency's procurement function to drive operational efficiency and effectiveness for our systems and processes while promoting employee experience.

What you will be working on:

• Work with users to understand their requirements, review specifications, formulate procurement approaches and strategies appropriate for the purchases.
• Strategize buys for best sourcing to meet users' needs and timelines and increase values and deliver outcomes.
• Prepare quotations/tender documentations.
• Conduct end-to-end procurement processes of sourcing, tendering, evaluation and contract management in accordance with policies and guidelines to ensure transparency, fairness and value for money.
• Regular review of CG's procurement SOP to ensure it is accordance with government policies, to enhance procurement effectiveness and performance.
• Identify developmental needs of CG officers to strengthen their procurement competency sustainably through e-learning and other forms of training.
• Any other duties assigned by the Division

What we are looking for:
