Job summary

PRIMESTAFF MANAGEMENT SERVICES PTE LTD in Singapore is seeking a seasoned procurement professional with 5+ years in purchasing to manage RFQs, ITQs, and direct contracts, review requirements, and recommend awards within a government-linked environment.

You will also coach requestors on creating, amending and closing POs in GeBIZ and WorkDay, assist with budget and Goods Receipt issues, and ensure accurate e-Guarantee submissions to Singapore Customs.

Qualifications

• More than 5 years of relevant working experience in purchasing related role.
• Proficient knowledge of procurement platforms GeBIZ and WorkDay.
• Strong understanding of procurement processes including RFQ/ITQ, DCs, and POs.

Responsibilities

• Managing and processing RFQs, ITQs & DCs with requirement reviews and award recommendations.
• Checking GeBIZ POs raised by board-wide users before AO approval.
• Ensuring correct e-Guarantee information via Singapore Customs Networked Trade Platform.
• Coaching requestors on GeBIZ and WD processes and resolving system queries.
• Raising and managing incident reports for back-end errors in WD/GeBIZ.

Job description

Job Scope:

• Managing and processing Request-For-Quotations, Invitation-To-Quotes & Direct Contracts (DCs), including review of requirement specifications and award recommendation prior to seeking approval from approving authority and follow-through with the award/contracting process.
• Performing check on GeBIZ POs raised by board-wide users prior to approval by AO (AOR) and PO Approving Authority.
• Ensuring the correct e-Guarantee information is submitted by contractors via the Networked Trade Platform by Singapore Customs.
• Coaching Requestors on the step-by-step guides in creating/ submitting/ amending/ cancelling of Cat POs and Small Value Purchase (SVP) in GeBIZ and WorkDay (WD). Answering queries on: Cat Buys, GeBIZ system, PO variations/ closures, PO errors, WD system on SVP, PO Change Orders, account codes errors, Goods Receipt (GR) errors, Invoice errors, budget errors, types of procurement approaches (SVP, ITQ/RFQ, AORs, WOG contracts, price assessments, workflows), market research via Insight, supplier details, etc. Troubleshooting of errors encountered for SVPs and GRs in Workday, errors in payment processing (relating to POs).
• Raising and managing incident reports for back-end errors encountered in WD and/or GeBIZ, i.e. budget errors.

Requirements:

• More than 5 years of relevant working experience in purchasing related role
• Supply Chain/Procurement certification or other professional qualification
• Project management, contract management, risk management, stakeholder management and supplier management
• Good customer service, strong communication and time management skills
• Proficient knowledge of Microsoft programmes (e.g., Excel, PowerPoint, Word, Outlook, etc)
• Knowledge in the Government Procurement Instruction Manuals, GeBIZ and WorkDay is preferred
• Proficient with government procurement platforms (e.g. GeBIZ, WorkDay) including, but not limited to:
  Creating / amending / closing POs on both platforms
  Troubleshooting errors on both platforms
• Independent, pro-active, impactful and resourceful individual with the ability to focus on priorities and deliver in a fast-paced environment
