Job summary

Antares Management Services seeks an experienced Senior Manager, Facilities & Property Management to lead planning, operations and maintenance of its property portfolio in Singapore. You will manage a team and external providers to ensure safe, compliant, reliable, and cost-efficient buildings while delivering a positive experience for tenants and guests.

The role covers strategic CAPEX/OPEX budgeting, lifecycle planning, and performance monitoring across malls, offices, and mixed-use sites.

Qualifications

• Minimum 8 years of facilities or property management experience, including at least 3 years at Senior Manager level.
• Experience managing retail malls, offices, mixed-use developments or hotels is preferred.
• Sound knowledge of building operations and M&E maintenance.

Job description

Our client is seeking an experienced Senior Manager, Facilities & Property Management to lead the planning, operations and maintenance of its property portfolio. You will lead a team and manage service providers to ensure buildings and facilities are safe, compliant, reliable and cost-efficient, while delivering a positive experience for tenants, customers and guests.

Key Responsibilities

• Develop and implement the annual facilities management strategy, including capital expenditure (CAPEX) and operating expenditure (OPEX) budgets.
• Lead long-term maintenance, upgrading and replacement planning for buildings, facilities and mechanical and electrical (M&E) systems.
• Monitor expenditure, manage operating costs and identify opportunities to improve efficiency.
• Support asset enhancement projects and building lifecycle management.

Operations & Maintenance

• Oversee daily facilities operations and maintenance across mall and office properties.
• Manage preventive and corrective maintenance for air-conditioning and mechanical ventilation (ACMV), electrical, plumbing and sanitary systems, fire protection systems, lifts, escalators and Building Management Systems.
• Maintain building system performance and reliability while minimising downtime.
• Conduct regular inspections and implement improvements to building performance and tenant satisfaction.

Contractor & Service Provider Management

• Manage outsourced cleaning, security, pest control, landscaping and maintenance service providers.
• Monitor performance against agreed KPIs, service standards and service-level agreements.
• Review quotations, contracts, maintenance schedules and completed works.
• Ensure contractors comply with workplace safety and applicable statutory requirements.

Tenant & Stakeholder Management

• Coordinate tenant fit-out, reinstatement and operational requirements in accordance with building guidelines and authority requirements.
• Address tenant feedback, maintenance requests and operational issues promptly.
• Coordinate maintenance and upgrading works with tenants and internal stakeholders to minimise disruption.
• Support tenant engagement and operational coordination activities.

Compliance, Safety & Sustainability

• Ensure compliance with applicable statutory and authority requirements, including those of BCA, SCDF, MOM and NEA.
• Oversee safety inspections, audits and risk assessments, and support emergency preparedness and fire safety management.
• Support incident investigations, reporting and corrective actions.
• Monitor utility consumption and drive energy-saving and sustainability initiatives.
• Support Green Mark certification, ESG programmes and continuous improvements across the properties.

Job Requirements

• Degree in Facilities Management, Building Services, Mechanical or Electrical Engineering, or a related discipline.
• Minimum 8 years of facilities or property management experience, including at least 3 years at Senior Manager level.
• Experience managing retail malls, offices, mixed-use developments or hotels is preferred.
• Relevant professional qualifications or certifications in facilities management will be advantageous.
• Strong technical knowledge of building operations and M&E maintenance.
• Sound knowledge of Singapore statutory regulations and building compliance requirements.
• Proven people management, budgeting, contractor management and vendor negotiation skills.
• Strong communication, stakeholder management and problem-solving abilities.
• Willingness to work evenings or weekends when required for events, operational needs and emergencies.
