Job summary

The LTA Land Transport Authority invites applications for the role of Senior Manager / Manager, Enforcement Engagement in Singapore. You will lead a diverse team to identify new opportunities, develop strategies, and drive campaigns that improve compliance through education, partnerships and innovative use of data and technology.

You will manage volunteer programmes, engage schools and corporate partners, and oversee programmes with a focus on youth and community outreach, while measuring impact

Qualifications

• Experience in stakeholder engagement, public education, volunteer management or programme management.
• Strong strategic and systems thinking with the ability to translate insights into action.
• Curious, adaptable and able to work with ambiguity and diverse stakeholders.
• Proven ability to build partnerships with corporate, public, education and community groups.
• Experience planning and running public campaigns, education or behavioural change programmes.
• Interest in innovation and applying technology, data and AI to engagement needs.
• Strong leadership and ability to develop and manage a team.
• Excellent communication, facilitation and senior-management writing skills.
• Sound judgement in handling sensitive public situations, including youth-related matters.

Responsibilities

• Identify new opportunities, partnerships and initiatives to improve compliance using insights from data, ground observations and stakeholder feedback.
• Develop approaches from idea to pilot to scale, including use of technology, data and AI.
• Lead the enforcement volunteer programme including recruitment, training, deployment and retention.
• Drive compliance campaigns from target audience and messaging to content, channels, and evaluation with partners.
• Engage schools and education stakeholders to promote safe behaviour and expand education programmes for youth.
• Build partnerships with corporate stakeholders such as platform and fleet operators to promote safe behaviour.
• Collaborate with grassroots organisations and public agencies for targeted community outreach at hotspots.
• Set KPIs, evaluate impact on compliance, and refine approaches based on data and feedback.
• Prepare papers for senior management and represent LTA at inter-agency platforms.
• Lead and develop a team of officers, and oversee budgets, procurement and programme risks.
