Job summary

Ministry of Manpower (MOM) invites an experienced organisational development professional to join our team. You will drive capability development across divisions, lead the MOM Community of Practice for knowledge sharing, and design learning experiences that enhance leadership cohesion and align with organisational priorities.

You will organise leadership-focused events, coordinate culture-building initiatives such as the People & Culture Townhall, and support large-scale transformation

Qualifications

• 5-7 years of relevant experience in organisation development, human resource development, change management, or related fields with demonstrated leadership experience
• Strong strategic thinking abilities with experience in capability development, community building, and large-scale programme management
• Good analytical skills with experience in organisational assessment, culture measurement, and programme evaluation
• Experience in event management, internal communications, and creating engaging employee experiences
• Strong collaborative leadership style with ability to work effectively across diverse divisions and organisational levels
• Good interpersonal, communication, and stakeholder management skills with ability to influence at senior levels
• Ability to thrive in complex, fast-paced environments whilst maintaining strategic focus and attention to detail

Responsibilities

• Develop and grow MOM's OD capabilities across divisions with standards and excellence
• Lead MOM OD Community of Practice for knowledge sharing and collaborative learning
• Organise strategic team-building and employee engagement programmes for leadership
• Design experiential learning to strengthen leadership cohesion and organisational alignment
• Partner with divisions to create meaningful engagement touchpoints reinforcing priorities and values
• Coordinate culture-building initiatives such as the 'People & Culture' Townhall
• Drive large-scale cultural transformation programmes that embed organisational values
• Be part of workstreams that examine current work norms, behaviours and rituals to propose refreshed practices

OD Capability Development

• Participate in developing and growing OD capabilities across MOM divisions, ensuring consistent standards and professional excellence

• Lead the learning and development of the MOM OD Community of Practice, facilitating knowledge sharing, best practice exchange, and collaborative learning opportunities

Leadership Engagement & Team Building

• Organise and execute strategic team-building initiatives and employee engagement programmes specifically tailored for MOM leadership

• Design experiential learning opportunities that strengthen leadership cohesion and drive organisational alignment

• Partner with divisions to create meaningful engagement touchpoints that reinforce organisational priorities and values

Culture Building & Values Reinforcement

• Coordinate culture-building initiatives including the development and execution of values-led organisational platforms such as the 'People & Culture' Townhall.

• Drive large-scale cultural transformation programmes that embed organisational values and strengthen employee connection to MOM's mission

• Be part of a workstream that examines current work norms, behaviours and rituals to recommend and establish new ones to drive and reinforce refreshed organization and leadership values.

Requirements
