Job summary

National Youth Council in Singapore seeks a Senior Manager to lead Business Process Re-Engineering within the Transformation Strategy Team (OBS). You will work with business users, stakeholders and partners to redesign processes and translate needs into practical solutions across systems and workflows.

You will drive requirements, assess solutions, and develop roadmaps, leveraging technology and data to boost productivity and organisational effectiveness.

Responsibilities

• Lead BPR initiatives across OBS, from current-state review to future-state design.

• Coordinate with technology teams, vendors and GovTech on implementation and testing.

Job description

What the role is:

You will be part of the Transformation Strategy Team in OBS, driving key transformation initiatives across OBS to improve organisational processes, systems and ways of working. As Senior Manager (Business Process Re-Engineering), you will work with business users and stakeholders to understand operational needs, analyse and redesign processes, and translate business needs into practical process and system solutions. You will also work closely with OBS and NYC units (like Transformation Office), technology teams, vendors and Government partners such as GovTech to drive transformation initiatives.

What you will be working on:

In this role, you will lead and support Business Process Re-Engineering (BPR) initiatives across OBS, from analysing current processes and identifying root causes to designing future-state processes and implementing improvements.

• Work with business users and stakeholders to review and redesign business processes, and identify opportunities to improve productivity and organisational effectiveness.
• Lead requirements gathering with business and technical teams, and translate business needs into clear process and system requirements.
• Analyse business processes and data, evaluate solution options and develop recommendations using appropriate methods such as process modelling and simulation.
• Develop transformation strategies and roadmaps, and identify opportunities to leverage technology, automation, data and AI to improve processes and ways of working.
• Work with technology teams, vendors and partners on system and process implementation, including functional requirements, User Acceptance Testing (UAT) and business readiness.
• Drive change management, stakeholder engagement and user training to support adoption of new processes and systems.
• Partner NYC's Transformation Office, GovTech and other stakeholders on transformation, system, data and process improvements.
• Ensure relevant system, data and process changes comply with applicable Government policies and requirements.

What we are looking for:

• At least 5 years of relevant experience in business process re-engineering (BPR), process improvement, business analysis, digital transformation and/or related fields.
• Strong analytical and problem-solving skills, with experience analysing business processes and translating business needs into practical solutions.
• Experience in business requirements gathering and working with business and technical stakeholders on process or system implementation.
• Knowledge of process improvement methodologies such as Lean and root-cause analysis. Familiarity with process modelling or simulation tools would be advantageous.
• Experience in project or product management, with familiarity in Agile, Scrum and/or traditional delivery methodologies.
• Familiarity with data analysis and visualisation. Experience leveraging automation, digital tools or AI for process improvement would be advantageous.
• Good communication, presentation and facilitation skills, with the ability to engage stakeholders across different functions and levels.
• Resourceful, organised and able to work independently while collaborating effectively across teams.
• Demonstrated experience leading complex, cross-functional transformation initiatives and driving implementation and organisational change.
• Able to be based at and travel between OBS campuses/sites, including Pulau Ubin, East Coast Campus, Punggol Reception & Activity Centre and OBS@Coney.
