GovTech in Singapore is seeking an experienced project leader to drive the end-to-end WWTP and Spatial Transformation projects at SFTG and SAA. You will plan, procure, implement and ensure operational readiness, coordinating with consultants, vendors and authorities.
The role requires strong project governance, risk management and stakeholder engagement, with focus on safety, schedule and budget, plus experience with government procurement.
Lead the end-to-end planning, procurement, implementation and operational readiness of the Wastewater Treatment Plant (WWTP) project at the Selarang Fire Training Ground (SFTG) and plan and implement the fit-out and audio-visual (AV) installations for the Singapore Aviation Academy (SAA) Spatial Transformation Project. The role is responsible for ensuring projects are delivered safely, on schedule, within budget and in accordance with operational, regulatory and business requirements.
Lead the planning, design, procurement, implementation, commissioning and handover of the WWTP project.
Work closely with appointed consultant to develop project requirements, technical specifications, implementation strategies and project plans.
Prepare and manage tender specifications, scope of works, procurement documents and tender evaluations for WWTP, ancillary and related works.
Oversee all ancillary and preliminary works required to support design finalisation and project implementation, including enabling works, utility diversions, temporary infrastructure, interim wastewater treatment measures.
Manage consultants, contractors and vendors to ensure timely delivery and compliance with project requirements.
Coordinate regulatory submissions, approvals and stakeholder engagements with relevant authorities and agencies.
Monitor project risks, cost, schedule and quality, and implement mitigation measures where required.
Undertake the planning and delivery of the fit out and AV works at SAA Spatial Transformation Project.
Work closely with appointed consultants to develop tender and procurement documents for fit-out works, furniture, fixtures, equipment (FF&E), AV systems, digital learning technologies and related services.
Oversee the design, procurement, installation, testing and commissioning of fit-out works and AV systems.
Manage contractors and vendors to ensure seamless integration of physical spaces, technology and user requirements.
Coordinate relocation, migration, furniture installation and transition activities to minimise disruption to operations.
Work on the operational readiness and user acceptance activities prior to occupancy and handover.
Develop project budgets, schedules, risk registers and governance frameworks.
Manage procurement, contract administration and project reporting.
Coordinate and engage stakeholders across SAA, CAAS, consultants, contractors and external agencies.
Ensure proper project documentation, reporting and management of project approvals throughout the project lifecycle.
