Job summary

A leading Singapore-based engineering contractor is seeking an experienced Quantity Surveyor Manager to lead the QS team on multiple M&E projects. You will oversee BQ, cost planning, tender submissions, and contract administration, while mentoring the team and ensuring cost-effective design solutions.

Candidates should have 10+ years in M&E QS, with at least 3 years in management, and familiarity with Singapore contract forms and BIM tools.

Qualifications

• Degree in Quantity Surveying or related discipline
• Minimum 10 years of experience in M&E quantity surveying
• At least 3 years in a managerial or supervisory role
• Strong experience in BQ preparation, tendering, cost planning, contract administration, and final accounts
• Familiarity with Singapore standard forms of contract (PSSCOC, SIA, FIDIC) is preferred
• Experience with BIM-based quantity take-off and cost management software is an advantage
• Excellent leadership, commercial, negotiation, and stakeholder management skills

Responsibilities

• Lead and manage the QS team for multiple M&E projects
• Oversee the preparation and review of Bills of Quantities (BQ), cost estimates, and tender submissions
• Review M&E design proposals and provide commercial input during the design development stage
• Collaborate with Design, Engineering, BIM, and Project teams to ensure cost-effective and buildable design solutions
• Lead value engineering and cost optimization initiatives
• Monitor design changes and assess their impact on project cost, procurement, and profitability
• Manage procurement strategies, subcontractor evaluations, and commercial negotiations
• Oversee contract administration, progress claims, variation orders, and final accounts
• Monitor project budgets, forecasts, cash flow, and overall commercial performance
• Mentor and develop the QS team
