Job summary

The National Library Board (NLB) invites applications for a role that plans and leads release management of library software projects, delivering SaaS upgrades while balancing new features with system stability. You will also conduct feasibility studies, translate requirements into usable flows, and work with users to leverage IT for service improvements.

Applicants should have a IT/CS degree and 4–8 years of relevant experience, with SDLC, agile, and UX design knowledge.

Qualifications

Degree in IT, CS or equivalent.
4–8 years IT industry experience.
Experience in IT application development & maintenance with SDLC.
Experience in agile development and UX design desirable.
Experience with library systems technologies (ILS/LSP/Information Discovery) desirable.
Knowledge of web/mobile development incl RESTful APIs, HTML5, CSS3, JS libraries and frameworks.
Familiarity with Government Procurement, IM8 guidelines and contract management advantageous.

Responsibilities

Plan and lead the release management of library software projects, ensuring timely SaaS upgrades with balance of new features and stability.
Conduct feasibility studies on new or improved products/services based on user requirements.
Translate high-level requirements into detailed process flows, wireframes and system requirements.
Collaborate with users to leverage IT for business needs and service innovations.
Prepare proposals and storyboard IT solutions to gain user/management buy-in.
Oversee design, development and implementation of web applications and integration across platforms.
Oversee end-to-end procurement of IT services with transparency and best value.
Manage vendors and contracts to ensure SLA-compliant performance.
