Job summary

National Library Board (NLB) in Singapore seeks a skilled IT program/ project professional to design, develop and implement IT applications and services across platforms. You will lead feasibility studies, manage pilots, and work with users to align IT with business needs while ensuring policy compliance.

You will oversee procurement, vendor management and contract performance, leveraging AI-enabled tools and cloud collaboration to drive innovation and efficiency.

Qualifications

• Degree in IT, Computer Science or Mechanical Engineering and 3–8 years of IT-related experience.
• Project management certification or equivalent is advantageous.
• Familiar with government procurement process and IM8 guidelines.
• Experience in hybrid Agile environments and leveraging automation to improve delivery outcomes.
• Experience in delivering projects involving automated or operational systems, including hardware-software integration.
• Knowledge of AI-enabled tools, data-driven decision-making, and cloud-based collaboration platforms is a plus.
• Knowledge of Quality Management Systems, ISO 9000 standards is a plus.

Responsibilities

• Design, develop and implement IT applications and integration across platforms.
• Conceptualize and pilot new or improved products and services based on user requirements.
• Manage proof-of-concept and pilot projects involving new technologies.
• Collaborate with users to leverage IT to support business needs and improve operations and services.
• Prepare proposals and storyboarding to gain buy-in from users and management.
• Oversee end-to-end procurement of IT services, ensuring value and transparency.
• Manage vendors and contracts to ensure performance aligns with tender and SLAs.
