Mentor Supply Chain Pte. Ltd. is seeking a governance- and transformation-focused IT leader to own IT governance, risk and compliance, and to manage the IT project portfolio and its deliverables.

A governance- and transformation-focused IT leadership role. The primary focus is to own IT governance, risk and compliance, manage the IT project portfolio and its deliverables, and lead change management across the organisation, especially the adoption of AI in daily operations. The secondary focus is oversight of IT operations as a reliable service, delivered through the technical team: setting direction, managing budgets, vendors, and performance, rather than hands‑on technical execution.
Establish, maintain, and enforce the IT governance framework, policies, and standards (e.g. Acceptable Use Policy, change management, data governance, records management).
Maintain ISO 27001:2022 certification; lead internal, external, and customer audit readiness with zero critical findings.
Identify, assess, and mitigate IT and cyber risks; own the IT risk and asset register.
Govern IT cost and expenses, including budget control, invoice approval, procurement oversight, and cloud subscription cost optimisation.
Govern the responsible and secure use of AI tools and data across the organisation.
Own and manage the IT project portfolio end-to-end, ensuring projects are delivered on time, within scope and budget.
Define project plans, milestones, and deliverables; track progress and report status to management with clear visibility of risks and dependencies.
Coordinate cross-site and cross-functional project execution with Engineering, Operations, HR, regional IT teams, and vendors.
Manage vendor selection, contracts, and deliverables for outsourced and managed services; hold vendors accountable to agreed outcomes.
Ensure every project closes with proper documentation, handover, and knowledge transfer.
Lead organisational change management for IT and digital initiatives, with a primary focus on AI adoption across departments.
Establish and operate a structured change management workflow, including impact assessment, approval, communication, and adoption tracking
Partner with the COE and departmental change agents to identify, pilot, and scale AI use cases.
Design and deliver training, communication, and enablement programmes that move staff from awareness to sustained adoption of new tools and processes.
Measure and report adoption and productivity outcomes of AI and change initiatives; build KPI dashboards for visibility.
Champion process re‑engineering and embed AI‑first practices into daily operations.
Direct and oversee IT operations delivered by the technical team, holding the team accountable for uptime, SLA, and service quality targets.
Drive the security awareness and compliance programme, including phishing simulation campaigns and quarterly staff security training.
Act as escalation point for major incidents, ensuring structured response, communication, and post‑incident review.
Lead, mentor, and develop IT managers, engineers, and technical staff; set performance objectives (KPIs), conduct reviews, and build succession plan.
Minimum Degree in Information Technology, Info Comm, Computer Science, or a related Discipline.
Minimum 7 years relevant experience including IT governance, compliance or PMO functions; proven end‑to‑end IT project delivery (scope, budget, timeline, vendors); and leading organisational change management or digital/AI transformation programmes. Experience in multi‑site / regional environments and ISO 27001-certified organisations preferred.
Certified Or knowledgeable in Project Management Professional (PMP) or equivalent; Change management methodology (e.g. Prosci/ADKAR) strongly preferred; ITIL v4 or later; working knowledge of enterprise AI tools and their governance (e.g. Microsoft Copilot, generative AI platforms, AI-enabled service desk). ISO 27001 Lead Implementer/Auditor, CISA or Microsoft Azure certifications are an advantage.
Strong stakeholder management, able to influence and drive adoption across departments and levels; able to explain IT risk, cost and trade‑offs in business language; skilled in facilitating workshops, training and communication campaigns; communicates calmly and clearly during incidents and presents recommendations with clarity, confidence and evidence.
