Position Summary
The Senior Human Resource Executive, Compensation, Benefits & Payroll is responsible for the effective administration of payroll, compensation and benefits programmes, employee insurance matters, workplace injury compensation claims, HR reporting, and HR operations.
The role serves as the key subject matter expert for payroll, statutory compliance, employee benefits, insurance administration, and Workplace Injury Compensation Act (WICA) matters. The incumbent works closely with Finance, payroll vendors, insurance providers, government agencies, auditors, and internal stakeholders to ensure compliance, operational excellence, and a positive employee experience.
This role requires a highly detail-oriented and service-driven HR professional who can manage sensitive and confidential information while ensuring accuracy, compliance, and efficiency across all compensation and benefits processes.
Manage the end-to-end monthly payroll process for all employees.
Prepare, validate, and process payroll inputs including:
New hires
Resignations
Salary adjustments
Allowances
Overtime
Claims reimbursements
Leave deductions
No-pay leave calculations
Conduct payroll reconciliation and verification to ensure accuracy and timeliness.
Liaise with payroll vendors to resolve payroll discrepancies and employee queries.
Process final salary payments and exit-related payroll matters.
Ensure payroll records are properly maintained and securely stored.
Support payroll audits and ensure full compliance with internal controls.
Generate monthly payroll and manpower cost reports for management review.
Administer employee compensation and benefits programmes.
Maintain salary and compensation records.
Support annual salary review and bonus exercises.
Assist in salary benchmarking and market compensation studies.
Monitor benefit utilization and recommend improvements where appropriate.
Administer employee leave and welfare benefits.
Assist in the implementation and communication of employee reward and recognition programmes.
Support the review and enhancement of compensation and benefits policies.
Serve as the primary HR representative for all Workplace Injury Compensation Act (WICA) matters.
Coordinate and manage workplace injury cases from incident reporting through claim closure.
Ensure timely submission of accident reports and statutory notifications.

Monitor claim progress and maintain comprehensive records of workplace injury cases.
Manage employee medical, hospitalization, group insurance, and workplace injury insurance claims.
Advise employees and managers on insurance coverage, claim procedures, and documentation requirements.
Coordinate return-to-work arrangements where applicable.
Support investigations and fact-finding exercises relating to workplace accidents and incidents.
Prepare reports relating to workplace injuries, insurance claims, and associated costs.
Identify trends and recommend preventive measures to reduce workplace injury risks and improve employee well‑being.
Ensure compliance with Singapore employment legislation and statutory requirements.
Administer and coordinate statutory submissions including:
CPF contributions
Auto Inclusion Scheme (AIS)
IR8A reporting
NS Make‑Up Pay claims
Government Paid Leave claims
Other regulatory submissions as required
Monitor legislative developments and recommend process enhancements.
Support internal and external audits.
Prepare payroll and HR documentation required for audit and compliance reviews.
Ensure adherence to data protection and confidentiality requirements.
Support employee lifecycle administration from onboarding to offboarding.
Prepare and administer HR documentation, including:
Employment contracts
Confirmation letters
Promotion letters
Salary adjustment letters
HR correspondence
Maintain and update employee records within the HR Information System (HRIS).
Ensure proper filing and maintenance of personnel records.
Support the implementation of HR policies and procedures.
Prepare monthly HR and manpower reports.
Track and report workforce metrics including:
Headcount
Attrition
Payroll costs
Medical leave trends
Overtime utilization
Workforce demographics
Support HR budgeting and manpower planning exercises.
Prepare reports and data analysis for management decision‑making.
Develop HR dashboards and reports to enhance workforce insights.
Support HR digitalisation and transformation initiatives.
Participate in system implementation and enhancement projects.
Identify opportunities to improve payroll and HR operational processes.
Recommend automation solutions to enhance efficiency and accuracy.
Maintain process documentation and standard operating procedures.
Serve as the primary point of contact for payroll, benefits, insurance, and compensation‑related enquiries.
Provide timely and accurate guidance to employees and managers.
Foster strong working relationships with internal stakeholders and external vendors.
Support employee engagement, wellness, and HR initiatives where required.
Contribute to a positive employee experience through responsive and professional HR service delivery.
Qualifications
Education
Diploma or Degree in Human Resource Management, Business Administration, Accountancy, Finance or a related discipline.
Other Information
Minimum 6 to 8 years of relevant HR experience.
At least 5 years of hands‑on payroll administration experience.
Proven experience managing end‑to‑end payroll processes.
Experience administering compensation and benefits programmes.
Demonstrated experience handling employee insurance claims and workplace injury cases.
Good understanding of Workplace Injury Compensation Act (WICA) requirements and processes.
Experience liaising with insurance providers, brokers, medical institutions, auditors, and government agencies.
Experience with outsourced payroll vendors and HR systems.
Prior experience within the social service, healthcare, education, or non‑profit sector would be advantageous.

Duty Hours
The total work hours is 44 hours per week.
Under normal circumstances the hours of duty will be as follows:
8.30am to 5pm - Monday to Friday (1 hour lunch break)
It will be at the discretion of your Centre/Department in charge or his/her assigned representatives to determine whether you will be required to work any of the unutilised hours according to the operational needs of the Centre/Department and within the legitimacy of the employment laws where applicable.
