Job summary

Chang Hua Construction Pte Ltd is seeking an experienced Human Resources professional to lead HR functions including manpower planning, recruitment, onboarding, training and payroll verification. The role requires 5+ years in HR, ideally within construction, and bilingual English/Chinese for liaising with local and international personnel.

You will manage interviews, create employment contracts, ensure regulatory compliance, and support management with HR policies and welfare programs.

Qualifications

• Diploma or degree in Human Resource Management with relevant professional qualifications.
• Minimum 5 years of related experience in HR, preferably in construction or similar field.
• Ability to manage end-to-end HR functions including payroll, recruitment, onboarding, and welfare programs.
• Bilingual in English and Chinese to liaise with internal/external personnel.

Responsibilities

• Manage HR functions such as manpower planning, recruitment, onboarding, training, and payroll verification.
• Prepare employment contracts and HR letters; support management with HR policies and processes.
• Coordinate interviews, shortlisting, and feedback with managers and candidates.
• Ensure compliance with CPF, MOM, IRAS, WDA and other agencies; process work passes.
• Oversee dormitory operations and facilities management related to HR scope.
