Job summary

Vinova PTE. LTD. in Singapore seeks an experienced ICT professional to lead the delivery of software initiatives aligned with work plans and coordinate with stakeholders and vendors. You will support audit/compliance activities and help drive process improvements and automation across OPL systems.

The role emphasizes governance, contract renewal support, and technology refresh initiatives, with a focus on ensuring timely delivery and alignment with PUB’s digital strategy.

Qualifications

• Bachelor’s degree in Computer Science, Engineering, or related field
• Minimum 6 years of ICT experience with demonstrated success in local project delivery
• At least 3 years of proven experience in enterprise system implementation and vendor coordination
• Strong discipline in tracking issues and actions across multiple workstreams to ensure follow-through
• Familiarity with governance and compliance requirements in ICT environments
• Strong written and verbal communication skills, including documentation and presentation

Responsibilities

• Apply strong engineering fundamentals pragmatically to develop software solutions using backend technologies such as Java, Kotlin, Python, Node.js/TypeScript, Go, and C#
• Develop frontend applications using React/Next.js, Vue, or Angular frameworks to enhance user experience
• Design and implement RESTful and/or GraphQL APIs to enable seamless system integrations
• Manage SQL and relational databases like PostgreSQL or MySQL to ensure data integrity and performance
• Execute tasks aligned with approved workplans, tracking and escalating issues, risks, and dependencies across multiple workstreams to ensure timely delivery
• Collaborate closely with OPL team and System Owners to support contract renewal and technology refresh initiatives through solution option analysis and stakeholder/vendor coordination
• Support, standardize, and improve audit, exit audit, and annual self‑assessment activities across OPL systems, identifying opportunities for workflow automation
• Co‑lead process improvement and automation projects, including optimizing license management, application hardening, third‑party audits, and workflow automation for reviews of application logs, user access, and password management
• Establish and maintain governance frameworks to ensure compliance with Government ICT policies, security standards, and risk management requirements
• Foster strong partnerships with operational and planning stakeholders to support smooth system implementations and drive continuous improvement aligned with PUB’s digital strategy
• Communicate effectively through clear documentation and presentations to support project progress and stakeholder engagement
