Qualifications

• Minimum 10 years of managerial experience in estate/property management.
• Experience managing large commercial/retail buildings.
• Certified Green Mark Facilities Manager is an advantage.
• Ability to read and understand technical/structural drawings.

Responsibilities

• Develop, implement and improve SOPs and departmental BCP.
• Manage daily operations to meet service levels and requirements.
• Ensure compliance with the WSH Act and regulatory requirements.
• Formulate and implement policies to improve efficiency and productivity.
• Liaise with government authorities and consultants on regulatory requirements.
• Prepare budget for works and manage expenditure within approved budget.
• Lead tender exercises for works and manage timelines.
• Supervise M&E, BSTM, SBS and outsourced service providers.
• Review contracts to ensure cost-effectiveness and competitiveness.
• Submit approval papers for work requests.
• Administer contractual obligations for maintenance contracts including M&E, housekeeping, landscaping, pest control, scenting, waste management, façade upkeeping, building defects, upgrading.
• Evaluate outsourced providers and maintain high standards of maintenance and cleanliness.
• Manage outsourced providers and support core business.
• Develop emergency plans and building improvement strategies.
• Lead ad-hoc projects and rectification programmes.
• Oversee building inspections and preventive maintenance planning.
• Advise on changes of use and tenancy configurations for compliance.
• Coordinate handover of premises to/from tenants with proper documentation.
• Support asset enhancement initiatives and liaise with stakeholders.
• Review and update fitting-out/tenancy guidelines to align with new requirements.
• Supervise tenants’ fit-out for compliance.
