Job summary

Sembcorp Specialised Construction, a subsidiary of Sembcorp Industries, seeks a Civil & Structural Engineer to manage civil and structural works on major building projects. You will oversee day-to-day site activities, supervise RTOs across disciplines, and ensure adherence to BCA rules and project specifications.

Ideal candidates have 5+ years in civil engineering with 3+ in site supervision, strong contract administration skills, and a track record of delivering high-quality construction

Qualifications

  • Minimum five years of civil engineering experience with at least three years in site management.
  • Proficient in contract administration under PSSCOC and regulatory requirements.
  • Able to lead Resident Technical Officers (RTOs) and supervise multiple disciplines.

Responsibilities

  • Supervise and coordinate day‑to‑day civil and structural works per project specs and approved drawings.
  • Manage RTOs in supervising architectural, structural, M&E works.
  • Monitor progress and implement corrective actions to avoid delays.
  • Ensure compliance with BCA requirements, codes, regulations, and company policies.
  • Conduct regular site inspections and oversee quality control to maintain high standards.
  • Maintain site records, monitor schedules, and attend project meetings.
  • Communicate updates to project managers, clients, and stakeholders.

Purpose and Scope

The Civil & Structural Engineer plays a pivotal role in managing the Civil & Structural aspects of the projects which is crucial to the successful delivery of building projects.


Roles & Responsibilities


  • Supervise and coordinate day‑to‑day civil and structural works in accordance with project specifications, approved drawings, and the Building Control Act.

  • Manage Resident Technical Officers (RTOs) in supervising various disciplines including architectural, structural, M&E works.

  • Monitor project progress, identify potential issues or delays, and implement timely corrective actions. Assist in the preparation of reports and documentation related to site activities.

  • Ensure all works comply with BCA requirements, relevant building codes, regulations, and company policies.

  • Conduct regular inspections and oversee quality control to maintain high construction standards.

  • Maintain accurate site records, monitor construction schedules, ensure safety compliance, and attend project-related meetings.

  • Validate overtime requisitions and supervise temporary works when necessary.

  • Conduct inspections and supervision of material/ workmanship sample tests, including overseas fabrication yard inspections when required.

  • Carry out regular site checks on contractors & ensure compliance with health and work safety per MOM regulations.

  • Communicate effectively with project managers, clients, consultants, and stakeholders to provide updates and resolve issues.

  • Attend client/consultant site and technical meetings when required.

  • Report defects and non‑conformances promptly to the Consultant; issue instructions to the Main Contractor for testing, investigation, and follow‑up actions.

  • Prepare defect lists and ensure rectification works are carried out satisfactorily.

  • Provide regular reports and updates to the Architect, Engineer, and Owner's Project Manager.

  • Inspect façade works, waterproofing systems, architectural finishes, and specialist installations such as balustrades and structural steel components.

  • Report non-conforming activities to the QP, Senior Resident Engineer promptly.

  • Perform other duties as assigned by the Employer from time to time.


Requirements


  • Minimum five (5) years of relevant experience as a civil engineer, with at least three (3) years in site management and supervision of works similar to major construction projects such as buildings, earthworks, drainage, and pavement.

  • Possess a relevant qualification recognized by the Professional Engineers Board (PEB) Singapore.

  • Accredited with the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore (ACES).

  • Proficient in contract administration under the Public Sector Standard Conditions of Contract (PSSCOC), and conversant with statutory requirements, site management, quality control procedures, and progress report submissions.

  • Able to lead RTOs in monitoring, supervising, and inspecting works as directed by the Employer and/or project consultants.

  • Willing to perform overtime and/or shift work as required.
