Job summary

The Institute of Policy Studies (IPS) at the National University of Singapore invites applications for a Senior Executive/Assistant Manager (Business Solutions). The role supports IT management and guides the adoption of technology across IPS operations.

You will manage budgets, develop project charters and requirements, coordinate vendors, and ensure projects meet scope, time, and cost targets while driving effective digital solutions.

Qualifications

• Bachelor's degree in Information Systems, CS, or equivalent.
• At least 5 years in web project management, stakeholder engagement, plus two SDLC cycles.
• Experience in budgeting, procurement, and server patching (Windows/Linux).
• Knowledge of Java, Spring, C#, ASP.NET, and web tech (HTML5, CSS3, JS libraries).

Responsibilities

• Manage IT budget, allocate resources, and identify cost-effective tech solutions.
• Develop project charters, BRDs, schedules, and resource plans with stakeholders.
• Coordinate internal/external resources; liaise between NUS IT, vendors, and IPS.
• Ensure projects deliver on time, within scope and budget.
• Conduct market research for upgrading end-user tech and digital marketing tools.
• Oversee asset management, software licenses, and equipment administration.
• Procure devices, software licenses, and services; ensure quality and cost-effectiveness.
• Establish business continuity plans and perform risk management.
• Handle tenders, quotations, and external vendors; collaborate on POC development.
• Analyse requirements for new developments and integrations to business apps.
• Coordinate with Institute project teams on IT matters at the NUS level.
