Job summary

Qualifications

• Bachelor’s degree in Occupational Health and Safety, Environmental Science, Engineering or related field.
• Professional certification such as NEBOSH, OHSAS 18001 or equivalent highly desirable.
• Minimum 4+ years of professional experience in HSE management, preferably in gas industry.
• Proven ability to develop and implement HSE management systems and strategies.

Responsibilities

• Develop and implement comprehensive HSE policies, procedures and strategies aligned with company objectives and regulatory requirements.
• Conduct risk assessments and hazard analyses to identify health, safety and environmental risks.
• Lead incident investigations, determine root causes and implement corrective actions.
• Provide HSE guidance, training and support to operational teams to ensure compliance.
• Monitor and report on HSE performance metrics and compliance status to leadership.
• Liaise with regulatory authorities, conduct audits and manage approvals and certifications.
• Oversee environmental management, waste management and pollution prevention initiatives.
• Lead HSE awareness campaigns and continuous improvement programmes.
• Manage HSE budgets and resource allocation on site.
• Perform the role of Safety Coordinator on site as occupier in customer site.

About the role

We are seeking a Senior Executive - HSE to join our team in the Pioneer West Region on a full-time basis. This is a strategic position with significant responsibility for developing, implementing and overseeing comprehensive health, safety and environmental programmes across our operations. The Senior Executive - HSE will play a critical role in ensuring compliance with all relevant legislation and regulations, whilst embedding a strong safety culture throughout the organisation. This role reports directly to senior management and has a direct impact on operational excellence and risk management across all business units.

Key responsibilities

• Develop and implement comprehensive HSE policies, procedures and strategies aligned with company objectives and regulatory requirements
• Conduct risk assessments and hazard analyses to identify potential health, safety and environmental risks across operations
• Lead incident investigations, determine root causes and implement corrective and preventative actions to prevent recurrence
• Provide HSE guidance, training and support to operational teams to ensure compliance and foster a positive safety culture
• Monitor and report on HSE performance metrics, KPIs and compliance status to senior leadership and external stakeholders
• Liaise with regulatory authorities, conduct regulatory compliance audits and manage approval and certification processes
• Oversee environmental management systems, waste management and pollution prevention initiatives
• Lead HSE awareness campaigns, safety committees and continuous improvement programmes
• Manage HSE budgets and resource allocation effectively
• Perform the role of Safety Coordinator on site as occupier in customer site

What we're looking for

• Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering or a related discipline
• Professional certification such as NEBOSH, OHSAS 18001 or equivalent HSE qualification highly desirable
• Minimum 4+ years of professional experience in HSE management, preferably within the gas industry
• Demonstrated expertise in developing and implementing HSE management systems and strategies
• Strong knowledge of Singapore and regional occupational safety, health and environmental legislation and regulations
• Proven ability to conduct comprehensive risk assessments and manage incident investigations
• Experience in leading cross-functional teams and fostering a strong safety culture across operations
• Excellent communication and stakeholder management skills with the ability to influence at all levels of the organisation
• Strong analytical and problem-solving abilities with attention to detail
• Proficiency in Microsoft Office and HSE management software systems
• Willingness to undertake site inspections and fieldwork as required
