Job summary

SINGLAND MANAGEMENT SERVICES PTE. LTD. seeks an experienced M&E Operations Manager to lead a team responsible for electrical, ACMV, lighting, and related building services in a commercial complex.

Role covers daily operations, contract management, budgeting support, Green Mark compliance, and safety oversight. Strong leadership, planning and communication skills are essential.

Qualifications

• Degree or diploma in Engineering (Electrical or Mechanical) or Building Services.
• At least 5 years of hands-on M&E maintenance experience in commercial buildings.
• Strong knowledge of building operations, tenant management, and M&E engineering.
• Excellent planning, communication, and interpersonal skills.
• Proficient in MS Office; basic AutoCAD knowledge preferred.

Responsibilities

• Lead and manage the M&E Operations and Maintenance Technicians team.
• Oversee day-to-day maintenance and operations of building M&E systems (electrical, ACMV, lighting, generators, fire protection, lifts, escalators, plumbing).
• Ensure M&E systems operate per design intent and requirements.
• Manage and execute M&E maintenance term contracts, parts repair/replacement, and license/permits renewal.
• Update Fire Alarm and Lift breakdown reporting.
• Compile Chilled Water Billing for Tenants.
• Prepare ITQ with scope, coordinate and evaluate vendor quotations, award tender, and oversee rectification until completion.
• Monitor and ensure timely completion of M&E work orders.
• Provide technical guidance and leadership to building technicians to meet KPIs.
• Oversee M&E upgrade projects with consultants and vendors, ensuring tender specs and schedules.
• Assist in planning OPEX and CAPEX budgets for operations and enhancements.
• Ensure Green Mark compliance with consultants and vendors.
• Support Environmental, Health, and Safety (EHS) tasks in the building.
• Assist Tenancy Team with M&E tenancy works (vetting drawings, handovers, fit-outs, inspections).
• Assist in tenancy exploration across departments for M&E services.
• Support tender process: specs, site walks, clarifications, review/approval docs.
• Review/approve Permit-to-Work forms for maintenance activities.
• Perform other duties as assigned.

Job Responsibilities

• Lead and manage the M&E Operations and Maintenance Technicians team.
• Oversee the day-to-day maintenance and operations of all building M&E systems, including electrical installations, ACMV systems, lighting, generator sets, fire protection, lifts and escalators, plumbing systems, and other related services.
• Ensure all M&E systems operate in accordance with their design intent and operational requirements.
• Manage and execute M&E maintenance term contracts, parts repair/replacement works, and the renewal of relevant licenses and permits within stipulated timelines.
• Updating of Fire Alarm and Lift breakdown reporting.
• Compilation and uploading Chilled Water Billing for Tenants.
• Prepare Invitation to Quote (ITQ) with clear scopes of work, coordinate and evaluate vendor quotations, award the tender, and oversee the rectification works until completion.
• Monitor, track, and ensure timely completion of M&E work orders.
• Provide technical guidance, leadership, and support to building technicians to achieve established KPIs.
• Monitor, liaise with, and oversee all M&EAEI/upgrading projects with consultants and vendors, ensuring compliance with tender specifications and project schedules.
• Assist in planning and preparing OPEX and CAPEX budgets for operations and enhancement projects.
• Ensure Green Mark compliance and work closely with the Green Mark consultant and vendor to meet certification objectives.
• Provide support for Environmental, Health, and Safety (EHS) operations, including all safety-related tasks carried out in the building.
• Assist Tenancy Team with M&E tenancy-related works, including vetting tenants' M&E drawings, managing unithandover/takeover, fitting-out processes, reinstatement, and inspections.
• Assist in tenancy exploration works across all departments for M&E-related services.
• Support the tender process, including preparation of tender specifications, conducting site walks, handling tender clarifications, and preparing tender review and approval documents.
• Review, verify, and approve Permit-to-Work (PTW) forms for relevant maintenance and operational activities.
• Perform any other duties and responsibilities assigned from time to time.

Job Requirements

• Possess a Degree or Diploma in Engineering (Electrical or Mechanical), Building Services, or an equivalent discipline.
• At least 5 years of relevant hands-on experience in maintaining M&E building systems, preferably in a commercial building environment.
• Strong knowledge of building operations and maintenance, tenant management, and M&E engineering.
• A strong team player with good planning, communication, and interpersonal skills.
• Able to work independently with integrity, proactiveness, and innovation.
• Proficient in MS Office applications (Word, PowerPoint, and Excel).
• Basic knowledge in using AutoCAD software would be an advantage.
