The Ministry of Law (MinLaw) in Singapore seeks a driven professional to join the Strategic Planning and Policy Division. You will shape MinLaw’s strategic planning and resource assessment to support policy and operations.

The role covers strategic planning, resource coordination and policy evaluation, with opportunities to influence MinLaw’s future across divisions and statutory boards. Contracted for 1 year, the appointment offers exposure to whole‑of‑government initiatives and public service

Qualifications

  • Public service strategy and policy planning experience preferred.
  • At least 2 years in strategic planning or related field.
  • Strong writing, communication and presentation skills.
  • Ability to work independently and in cross‑functional teams.
  • Knowledge of public sector governance and accountability processes is a plus.

Responsibilities

  • Drive and coordinate the Ministry’s strategic planning agenda to identify trends, insights and threats for policy and ops.
  • Formulate MinLaw’s strategy, including objectives and priorities.
  • Support annual resource planning and reporting to central agencies.
  • Coordinate engagement with MinLaw divisions and statutory boards to align with whole‑of‑government outcomes.
  • Monitor performance indicators and enterprise risk to enhance accountability and value-for-money.

You will be part of the Strategic Planning (SP) team within MinLaw’s Strategic Planning and Policy Division. The SP team drives and coordinates the strategic planning and strategic resource assessment in MinLaw.

What You Will Be Working On

The job scope involves:

Strategic Planning
  • Drives and coordinates the Ministry’s strategic planning agenda to identify emerging trends, insights and threats to support policy and ops development
  • Formulates MinLaw’s strategy, including strategic objectives and priorities
  • Supports and coordinates annual resource planning and reporting to central agencies
  • Supports the organising of corporate planning events
  • Conducts futures for Minlaw and assess the strategic impact on MinLaw’s policies and ops
Strategic Resource Assessment
  • Coordinates and assesses the resource requirements to support the Ministry’s emerging needs to support ops and policies
  • Coordinates and tracks the development and implementation of policies and programmes by business units to ensure that resources, capabilities and structures enable us to deliver well
  • Coordinates the tracking of key performance indicators and enterprise risk management
  • Enhance public accountability to ensure programmes supported are value-for-money
  • Build capabilities in programme evaluation across the Ministry
  • Engaging and collaborating with MinLaw divisions and statutory boards (SLA and IPOS) and other government agencies to align with the broad whole-of-government objectives and outcomes.
What We Are Looking For
Key Competencies Required
  • [Strategic Planning]: Plan and implement short and long-term strategic solutions to achieve Minlaw’s vision and mission
  • [Corporate Performance Reporting]: Prepare reports and communicate corporate performance and risks to senior management and key committees in a clear and concise manner, while managing sensitivities well
  • [Corporate Delivery Optimisation]: Establish clear processes to optimise resource utilisation, better deliver customised professional advisory and services to operational departments, and enhance the internal customer experience
  • [Programme Implementation]: Implement, monitor and control all aspects of a programme, strategically utilising resources to achieve the objectives within the agreed timelines, costs and performance expectation
  • [Programme Implementation Review and Evaluation]: Determine programme evaluation design, purpose and objectives, and manage resources to deliver high quality and timely programme evaluations; Gather customer feedback and key insights to identify areas for improvement, implementing enhancements to improve programme delivery
Work Experience / Personal Traits
  • Preferably be familiar with strategic planning and/or strategic resource management work in public service sector
  • Preferably at least 2 years of relevant work experience
  • Academic background in Accountancy, Business, Audit, Statistics, Economics, Mathematics, Social Sciences or Sciences
  • Excellent writing, communication and presentation skills
  • Strong analytical skills, planning and organisational, and interpersonal skills
  • Be a results-orientated, highly self-motivated and resilient person
  • Enjoy working in a fast-paced and dynamic environment, including tight deadlines, and be able to work independently as well as in a team/cross-team setting.

While officers are hired for specific roles within the division at the start, officers have the opportunity to work in different or multiple sections within the division, taking into consideration the officers’ competencies and development needs, as well as the needs of the division.

Successful candidates will be appointed on a 1-year contract in the first instance, subject to renewal.
