Job summary

Ministry of Law in Singapore is seeking a Data Analyst to turn operational, programme and policy questions into clear, reliable insights that support decision‑making across the division. The officer will work with structured and unstructured data, develop dashboards and analytical products, support programme evaluation, and help MED team members use data more effectively.

This role focuses on collecting, analysing and communicating data — it is distinct from a Business Analyst role.

Qualifications

  • Experience in data analysis, BI, programme evaluation or operations analytics.
  • Proficiency in Excel and Tableau or equivalent; SQL, Python or R a plus.
  • Public-sector operations or case-management data is useful but not essential.

Responsibilities

  • Data quality and documentation — review, clean and document datasets with data dictionaries.
  • Management dashboards and reporting — improve Tableau/Excel dashboards and create new ones.
  • Programme evaluation — analyse MOF/MED outcomes and prepare reports for management.
  • Operational and thematic analysis — identify trends, root-causes and write briefs.
  • Unstructured data analysis — apply text analytics/AI to surface insights.
  • AI-enabled analytics — develop small proof-of-concept AI workflows with governance.
  • Stakeholder engagement — guide teams on metrics and methods and provide hands-on support.

Job description

What the role is:

MED is building its data and analytics capability, and this role sits at the centre of that effort. The Data Analyst will turn MED's operational, programme and policy questions into clear, reliable insights that support decision‑making across the division. The officer will work with structured and unstructured data, develop dashboards and analytical products, support programme evaluation, and help MED team members use data more effectively. This role focuses on collecting, analysing and communicating data — it is distinct from a Business Analyst role.

What you will be working on:

The officer should focus on areas 1 to 4, with areas 5 and 6 pursued where capacity allows. Area 7 applies across all areas.

  1. Data quality and documentation — Review, clean and document MED's operational datasets. Develop data dictionaries, validation rules and methodology notes so the data is reliable and easy for others to maintain.
  2. Management dashboards and reporting — Work with MED team members to improve existing Tableau and Excel dashboards, and develop additional dashboards and reports where needed. Present findings as concise narratives with clear recommendations.
  3. Programme evaluation — Using MOF's programme evaluation template as the framework, work with MED’s data team to analyse whether the MEP is achieving its intended outcomes and prepare the required reports and submissions for management and stakeholders.
  4. Operational and thematic analysis — Identify trends, patterns, anomalies and risks in MEP operations. Conduct root‑cause analysis of complaints, feedback and case records, and write up findings as clear analytical briefs.
  5. Unstructured data analysis — Apply text analytics or AI‑assisted methods to case notes, complaints and other documents to surface insights not captured in structured data.
  6. AI‑enabled analytics — Develop small‑scale proof‑of‑concepts for AI or automation in MED's analytics work, with appropriate human oversight and governance.
  7. Stakeholder engagement and capability building — Help MED teams frame analytical problems, advise on metrics and methods, and provide hands‑on guidance to team members developing dashboards and analytical tools.
What we are looking for:
  • Qualifications in data analytics, statistics, economics, mathematics, computer science, public policy, social sciences or a related discipline, with relevant experience in data analysis, business intelligence, programme evaluation or operations analytics.
  • Proficiency in Excel and Tableau or equivalent is expected. Experience with SQL, Python or R, and familiarity with text analytics, NLP or generative AI would be an advantage.
  • Experience with public‑sector operations or case‑management data is useful but not essential.

  • [Data storytelling] Communicates findings in plain language tailored to the audience.
  • [Stakeholder engagement] Frames analytical questions with users and supports appropriate interpretation of findings.

Key deliverables:

  • Management dashboards and recurring reports covering MED's priority indicators, including improvements to existing Tableau and Excel dashboards.
  • Programme evaluation analysis supporting MED's MOF reporting commitment.
  • Cleaned, documented datasets with data dictionaries and methodology notes to support handover and continued use after the contract ends.
  • Thematic and trend analyses of complaints, surveys and case records, written up as analytical briefs with findings, implications and recommended actions.
  • (Stretch) Validated AI‑assisted workflows for document extraction or classification.

This 11‑month contract is intended to meet MED's immediate analytics and programme evaluation needs. The officer should be able to contribute with limited lead time and deliver usable outputs, documentation and knowledge transfer within the contract period. Appointment level and any applicable skills allowance remain subject to HR's assessment.
