Qualifications

  • 3 to 5 years of relevant experience in learning and development, organisational development, workforce development, HR, or a related field.
  • Strong analytical and critical thinking skills with the ability to translate insights into practical recommendations.
  • Strong communication, stakeholder management and organisational skills.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint) and comfortable working with data and reports.
  • Tech-savvy and familiar with digital tools, automation and AI-enabled solutions.
  • Self-starter who can work independently, manage ambiguity, and collaborate across teams.

Responsibilities

  • Partner divisions to identify current and future workforce competencies, analyse learning needs and capability gaps, and generate insights on priorities.
  • Support the design, implementation and review of learning interventions that strengthen organisational, divisional and individual capabilities.
  • Develop training roadmaps and support learning culture initiatives aligned with capability development needs.
  • Manage learning programmes including in-service postgraduate scholarships and induction programmes, coordinating with divisions, training providers and Whole-of-Government stakeholders.
  • Use learning data and stakeholder feedback to evaluate programme effectiveness and identify areas for continuous improvement.
  • Support 360-degree feedback exercises and follow-up development interventions.
  • Support day-to-day administration and governance of learning and development initiatives.

What The Role Is

At the Ministry of Law (MinLaw), our mission is to advance access to justice, the rule of law, the economy, and society through policy, law, and services. We are seeking a motivated and forward-looking Learning and Development professional to support MinLaw's workforce capability development efforts. You will work closely with divisions to identify capability needs, develop learning solutions, and support initiatives that strengthen workforce competencies and foster a culture of continuous learning across the organisation. This role offers the opportunity to partner divisions and stakeholders in shaping workforce development initiatives that support MinLaw's current and future business priorities.

What You Will Be Working On

Your areas of responsibility will include but are not limited to the following:

Workforce Capability Development
  • Partner divisions to identify current and future workforce competencies required to support MinLaw's strategic and business objectives, analyse learning needs and capability gaps, and generate insights on workforce capability priorities and development needs.
  • Support the design, implementation and review of learning and development interventions that strengthen organisational, divisional and individual capabilities, taking into account emerging workforce trends and development needs.
Strategic Learning and Continuous Improvement Initiatives
  • Develop, implement and review learning and development initiatives to build critical organisational capabilities, including leadership, functional, AI, data, digital and emerging skills.
  • Develop training roadmaps and support learning culture initiatives that align with organisational capability development needs.
  • Manage learning and development programmes and initiatives, including MinLaw's in-service postgraduate scholarship and sponsorship programmes and induction programmes, working closely with divisions, training providers and Whole-of-Government stakeholders to deliver meaningful learning outcomes. Use learning data and stakeholder feedback to evaluate programme effectiveness and identify areas for continuous improvement.
  • Support 360-degree feedback exercises and follow-up development interventions.
Learning Operations and Administration
  • Support the day-to-day administration and delivery of learning and development initiatives, including operational, reporting and governance responsibilities that ensure effective learning delivery across MinLaw.
What We Are Looking For

Requirements:

  • Learning & Development: Identify learning and capability needs, develop learning interventions, and evaluate learning effectiveness to strengthen workforce capabilities.
    • Competency Framework Development & Application: Apply competency frameworks to workforce development initiatives, analyse competency gaps, and support the implementation of strategies to address capability needs.
    • HR Business Partnership: Work with stakeholders to understand business priorities and workforce challenges, and translate these insights into practical learning and development solutions that support organisational outcomes.
    • Organisational Development & Culture Building: Support culture-building and change initiatives that encourage continuous learning, adaptability and organisational effectiveness.
Other Requirements
  • Preferably 3 to 5 years of relevant experience in learning and development, organisational development, workforce development, HR, or a related field.
  • Strong analytical and critical thinking skills with the ability to translate insights into practical recommendations.
  • Strong communication, stakeholder management and organisational skills.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint) and comfortable working with data and reports.
  • Tech-savvy and familiar with digital tools, automation and AI-enabled solutions, with an interest in leveraging technology to enhance learning outcomes, workforce development and operational efficiency.
  • A self-starter who is able to work independently, manage ambiguity, and collaborate effectively across teams.
  • Successful candidates will be appointed on a 1-year contract, in the first instance.
