Job summary

GovTech is seeking a Senior Enterprise Software Specialist to deliver end-to-end HCM systems for the public sector in Singapore. You will lead technical delivery, coordinate HR operational needs with digital infrastructure, and drive scalable configurations across Core HR, Payroll, and Talent management.

You will partner with HR and IT teams, oversee testing, manage patches and upgrades, and mentor juniors while optimizing system performance and reporting capabilities.

Qualifications

• Bachelor degree in Computer Science, Information Systems, Business Administration, Human Resources, or a related field.
• Minimum 6 to 8 years of experience in implementing, configuring, and supporting large-scale enterprise HCM platforms.
• Proven track record of leading at least two full-cycle HCM enterprise software implementations.
• Deep functional and technical understanding of core HCM modules.
• Proficiency in data migration, system integrations via APIs, and reporting tools.
• Experience with project management methodologies.
• Strong analytical skills for translating business requirements into technical specifications.
• Ability to engage and communicate effectively with stakeholders at all levels.
• Nice to have certifications in major HCM enterprise software platforms.

Responsibilities

• Direct the full implementation lifecycle of HCM software, covering initial requirements through to final deployment and support.
• Serve as the primary technical authority for modules including Core HR, Payroll, Time and Attendance, Talent Management, and Benefits.
• Partner with HR teams and technical staff to convert business needs into scalable system configurations.
• Design and carry out test plans and oversee user acceptance testing to ensure system quality.
• Resolve complex technical issues and serve as an escalation point for system troubleshooting.
• Administer system patches, upgrades, and enhancements to maintain performance.
• Create system documentation, training guides, and manuals.
• Lead training sessions for end-users and mentor junior team members.
• Evaluate system performance to suggest and implement process improvements.
