Job summary

Government Agency seeks a Digital Business Analyst to join a project team and support the CIO in driving digital solutions for citizen and business needs.

You will elicit requirements with human-centric methods, apply Design Thinking, and evaluate technology options, ensuring alignment with enterprise architecture and SG Tech Stack.

Qualifications

• Diploma/Degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering or related disciplines.
• At least 5 years relevant working experience in a similar capacity; consulting, software development and design experience advantageous.
• Strong portfolio demonstrating hands-on experience with Agile product teams and governance.

Responsibilities

• Partner with agency business teams to elicit citizen/business needs using human-centric and visual methods.
• Apply Design Thinking and Service Design to identify gaps and design future-state solutions.
• Evaluate technology options aligned with SG Tech Stack and modernization efforts.
• Identify delivery approach (Outsourced, Co-Sourced or In-house) and manage stakeholders.
• Develop user stories, functional and technical specs, and acceptance criteria.
• Ensure product readiness for deployment, adoption and operations.
• Engage and manage vendors to deliver ICT solutions and services.
• Understand IT policies and security guidelines to ensure compliant processes.

Job description

As a Digital Business Analyst, you will work in a Government Agency as a key member of the project team. You will support the Chief Information Officer at the Agency and collaborate with fellow project managers, business analysts, solution architects and technical services consultants to deliver leading-edge digital solutions. You are a pro‑active, self‑motivated and resourceful team member with good tech/digital knowledge and possess strong influencing and people handling skills. You are also adept at balancing multiple projects concurrently while constantly looking for new ways to apply digital technologies to meet identified Agency and citizen/business needs. This includes managing project schedules, identifying risks and clearly communicating them to project stakeholders. The ability to effectively engage and manage project stakeholders and business partners is a must. Success in the role will be demonstrated by your ability to thrive in a fast‑paced and dynamic environment.

What you will be working on

• Partner with the Agency's business teams to elicit citizen/business and Agency's needs through human‑centric and visual methods
• Apply Design Thinking / Service Design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions
• Evaluate and recommend suitable technology while aligning with the company's technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG Tech Stack)
• Identify and adopt the appropriate development and delivery approach (Outsourced, Co‑Sourced or In‑house development)
• Work with fellow collegues and Agency's teams to develop user stories , functional/technical specifications and acceptance criteria
• Ensure product readiness for smooth deployment, adoption and operations
• Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (Operations Management)
• Assist the CIO to identify new opportunities and problems to solve for the Agency's digital transformation
• Build deep knowledge of Agency's business and operations and identify opportunities to support the transformation of Agency's business / operation
• Identify potential project risks and its implication to the organisation and to recommend mitigating measures so as to manage the risks
• Effectively engage and manage the vendors to deliver ICT solutions and services
• Understand the IT management policy, quality management policy and security guidelines to ensure the development processes, procedures and system are designed to comply with these policies and guidelines

What we are looking for

• Diploma/Degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering or related disciplines
• At least 5 years relevant working experience in a similar capacity (advantageous to have had some Consulting, Software Development and Design experience)
• Strong portfolio that demonstrates proven, hands‑on experience working in Agile approach on Product‑centric teams
• Working knowledge of AI tools and concepts
• Strong analytical, conceptualisation, facilitation and problem‑solving skills , in particular with application in Discovery sessions and prototyping.
• Good stakeholder engagement and communication skills with ability to influence and pitch ideas
• A driven and motivated personality with the ability to rapidly learn, apply and execute
• Experience in Project Management and Product Management is a plus
• Motivated by innovation to achieve business goals and customer satisfaction
• Excellent written, verbal communication, presentation and negotiation skills
