Job summary

Sentosa Development Corporation in Singapore is seeking a seasoned Cost Control and Contract Management professional to lead cost estimates, budgeting and cost plans across multi-phase infrastructure projects.

You will drive value engineering, procurement strategy, tender reviews and post-contract administration, while guiding stakeholders and integrating BIM and digital tools to enhance delivery. This is a 3-year contract with renewal potential.

Qualifications

Degree in Quantity Surveying, Project & Facilities Management, Building, Construction Management or equivalent qualification.
Minimum 12–15 years post-graduate experience in construction.
Experience in quantity surveying and/or contract management on large-scale multi-disciplinary projects.
Experience across full lifecycle of infrastructure projects and familiarity with public sector gateway processes.
Experience with BIM would be an advantage.
Strong written and verbal English communication and stakeholder engagement.

Responsibilities

Develop and manage cost estimates, budgets and cost plans.
Develop and implement value engineering strategies to optimise costs while maintaining quality.
Establish strategic contract packaging and procurement strategy for large-scale development projects.
Review tender documents, tender evaluation and award.
Post-contract management and administration functions.
Develop and implementation of cost control strategies, including cost performance, variations, claims and cost risk management.
Management of contractual claims and dispute resolution.
Lead digitalisation efforts in cost control and contract management with digital tools and systems.
