Job summary

GovTech Singapore seeks an experienced Cost Controller/Contract Manager to lead cost planning, budgeting and contract administration for transformative infrastructure projects. You will implement value engineering, manage tenders, and oversee post-contract activities across multi-phase programmes.

The role requires 8+ years in construction, strong English communication, and familiarity with public sector gateway processes. Contract role with renewal potential and on-site engagement in Singapore.

Qualifications

• Degree in Quantity Surveying, Project & Facilities Management, Building, Construction Management or equivalent.
• Minimum 8 years of post-graduate experience in the construction industry.
• Experience in large-scale multi-disciplinary engineering infrastructure projects or complex buildings.
• Experience across the full life-cycle of infrastructure projects is an advantage.
• Familiarity with public sector projects and gateway processes is an advantage.
• Strong written and verbal English communication, and ability to engage diverse stakeholders.

Responsibilities

• Prepare cost estimates, budgeting and cost plans.
• Develop and implement value engineering strategies to optimise costs without compromising quality.
• Prepare Tender Documents, evaluate tenders and oversee awards.
• Perform post-contract management and administration.
• Monitor cost performance and manage cost variance and impact.
• Implement cost control, variations, claims management and cost risk strategies.
• Manage contractual claims and disputes.
