Job summary

CHINA COMMUNICATIONS CONSTRUCTION COMPANY LIMITED (Singapore Branch) seeks an experienced Health, Safety and Environment (HSE) professional to lead site EHS on a large-scale construction project in Singapore.

You will implement the Safety Management System, train workers, investigate incidents and drive continual improvement, with a 5.5-day work week and require 8 years of construction HSE experience.

Qualifications

• Bachelor’s Degree in Health, Safety and Environment required.
• Must be a registered Workplace, Safety & Health Officer and/or Environmental Control Officer.
• 8 years of experience in Health, Safety and Environmental roles on large-scale construction sites.
• Knowledge and experience in the construction industry.
• Aptitude for data evaluation and strong analytical skills.
• 5.5 days work week.

Responsibilities

• Implement the Safety Management System and ensure site personnel and subcontractors comply with it.
• Lead project EHS planning and derive programmes to continually improve EHS performance.
• Advise project management on EHS matters.
• Identify and develop training to equip personnel with knowledge and skills for safe performance.
• Assist ESH department to identify, record, investigate and analyze incidents to prevent recurrence.
• Promote safety awareness and organize EHS programs at the worksite.
• Record, inspect and ensure compliance to laws and organizational requirements via site inspections.
• Assist subcontractors to establish risk assessments and implement control measures to minimize risks.
• Establish an emergency response plan for the project site to ensure effective evacuation.

Job Description:

• Implementing the Safety Management System and to ensure compliance by the site personnel as well as the various trades from sub-contractors.
• Responsible for project EHS management planning and derivation of programmes to continually improve EHS performance.
• Assist the projects to derive, identify and develop practices to incorporate to the organizational Safe Work Procedure.
• Advise project management on matters pertaining to EHS.
• To recommend to the project personnel the various training required for the personnel to be equipped with the knowledge’s, skills to enable them to perform their duties in a safe manner. Beside recommendation, also to assist, analyze and develop the various training needs for the workers.
• To assist the ESH department to identify, record, investigate and analysis any incident which resulted in injury, near misses or dangerous occurrence to prevent recurrence and to provide advised on the remedial measures.
• To assist the organizational requirements to maintain records of safety promotion and to promote safety awareness to all personnel attached to the worksite.
• Organize EHS programs and activities to promote safe and healthy conduct of workers.
• Assist the safety department to record, maintain, documented procedure, plan, motivate, lead and conduct site inspection to ensure compliance to legal legislations and organizational requirements.
• Assist the sub-contractors to establish riskassessment by identifying hazards and to recommend control measures to minimize the risks at project site.
• To establish an emergency response plan for the project site to ensure effective evacuation of personnel to the assembly area if an emergency occurred.
• Report and liaise with the management, relevant authorities on incident occurrence.
• Perform other duties as assigned.

Qualifications:

• Candidate must possess at least a Bachelor’s Degree in Health, Safety and Environment education field.
• Candidate must be a registered Workplace, Safety & Health Officer and/or Environmental Control Officer.
• 8 years of experience working in various Health, Safety and Environmental related construction roles on large scale construction project site.
• Possess knowledge and experience in related construction industry.
• Aptitude for data evaluation and strong analytical skills.
• 5.5 days work week.
