Yong Tai Loong (Pte) Ltd. is seeking an experienced Safety Leader to spearhead WSH management, compliance with Singapore safety laws, and fire safety governance.

You will drive risk assessments, audits, and incident investigations while engaging with regulators, clients, and internal teams. The role requires deep expertise in WSH, strong leadership, and a proven track record in heavy industry safety management.

Qualifications

  • Diploma/Advanced Diploma/Degree in Workplace Safety & Health, Engineering, Manufacturing, Construction, Environmental Health & Safety, or related discipline (required).
  • Registered WSHO recognised by MOM preferred.
  • Specialist Diploma or Advanced Certificate in WSH advantageous.

  • Advise Management on WSH and fire safety risk mitigation and compliance.
  • Promote proactive safety culture through training and leadership initiatives.
  • Ensure compliance with WSH Act, regulations, and SCDF/ MOM requirements.
  • Oversee safety audits, inspections, and incident investigations.
  • Manage fire safety programmes and emergency plans, drills, and equipment upkeep.
  • Develop safety training programmes and conduct toolbox talks and inductions.

Job description

Key Responsibilities
Primary Workplace Address: 77 International Road
Safety Leadership & Management
  • Lead the development, implementation, and continual improvement of the company's Workplace Safety & Health (WSH) Management System.
  • Establish safety objectives, initiatives, policies, and programmes to enhance workplace safety performance.
  • Advise Management on all WSH and fire safety matters, including risk mitigation measures and compliance requirements.
  • Promote a proactive safety culture through employee engagement, awareness campaigns, training, and leadership initiatives.
Regulatory Compliance & Governance
  • Ensure full compliance with the Workplace Safety and Health Act, Workplace Safety and Health Regulations, Fire Safety Act, MOM requirements, SCDF requirements, and other applicable statutory obligations.
  • Review and update safety policies, procedures, and systems to align with legislative and industry best practices.
  • Serve as the key liaison with regulatory authorities, clients, auditors, consultants, and external stakeholders on all safety and fire safety matters.
  • Lead internal and external safety audits, inspections, and compliance reviews.
Risk Management & Operational Safety
  • Lead the preparation, review, and implementation of Risk Assessments (RA), Safe Work Procedures (SWP), Method Statements, and Permit-to-Work (PTW) systems.
  • Oversee safety inspections and audits for factory and project site operations, including: Machinery and equipment safety, Welding and hot work activities, Metal fabrication processes, Lifting operations and crane activities, Installation works, Work-at-Height activities, Contractor operations
  • Identify safety risks, unsafe acts, unsafe conditions, and operational hazards, ensuring corrective and preventive actions are implemented effectively.
  • Monitor contractor safety performance and ensure compliance with company safety requirements.
Incident Management & Investigation
  • Lead investigations into workplace accidents, dangerous occurrences, near misses, occupational illnesses, and fire-related incidents.
  • Conduct root cause analysis and implement corrective and preventive measures.
  • Monitor incident trends and safety performance indicators, providing regular reports and recommendations to Management.
Fire Safety & Emergency Preparedness
  • Oversee the company's fire safety management programme and ensure compliance with Fire Safety Act requirements.
  • Develop, implement, and maintain emergency response plans, evacuation procedures, fire prevention programmes, and crisis management initiatives.
  • Plan and coordinate fire drills, emergency exercises, and evacuation exercises.
  • Ensure fire protection systems, emergency equipment, and firefighting measures are properly maintained and periodically inspected.
  • Coordinate with the appointed Fire Safety Manager and relevant stakeholders on fire safety compliance matters.
  • Manage fire safety audits and inspections conducted by SCDF or other regulatory authorities.
Safety Training & Awareness
  • Develop and implement WSH and fire safety training programmes for employees, supervisors, contractors, and visitors.
  • Conduct and oversee toolbox meetings, safety briefings, induction programmes, and awareness campaigns.
  • Drive behavioural safety initiatives and encourage employee participation in workplace safety improvement efforts.
Documentation & Management Systems
  • Maintain and review all safety-related records, inspection reports, incident reports, training records, statutory documentation, and compliance registers.
  • Prepare and present monthly safety reports, KPIs, trend analyses, and management updates.
  • Lead and maintain certification programmes such as bizSAFE, ISO 45001, and other applicable safety management systems.
Other Responsibilities
  • Participate in management meetings and provide strategic recommendations on safety and compliance matters.
  • Support operational departments in achieving safety and business objectives.
  • Perform any other duties assigned by Senior Management.
Requirements
Education & Professional Qualifications
  • Diploma, Advanced Diploma, Degree, or equivalent qualification in Workplace Safety & Health, Engineering, Manufacturing, Construction, Environmental Health & Safety, or a related discipline.
  • Registered Workplace Safety and Health Officer (WSHO) recognised by MOM is preferred.
  • Specialist Diploma or Advanced Certificate in Workplace Safety & Health will be an advantage.
Experience
  • Minimum 8 to 10 years of relevant safety experience in manufacturing, metal fabrication, construction, engineering, or heavy industry.
  • At least 3 years of experience in a supervisory or managerial safety role.
  • Proven experience in implementing and managing Workplace Safety & Health Management Systems.
  • Strong experience in regulatory compliance, risk management, safety audits, contractor management, and incident investigations.
  • Experience overseeing both factory and project site safety operations.
Certifications

Possession of the following certifications will be advantageous:

  • Registered Workplace Safety and Health Officer (WSHO)
  • Risk Management Certificate
  • Work-at-Height Assessor / Manager
  • Occupational First Aid
  • bizSAFE certification
  • ISO 45001 Internal Auditor
  • Registered Fire Safety Manager (FSM) recognised by the Singapore Civil Defence Force (SCDF)
  • Candidates holding both WSHO and FSM certifications will be highly preferred
Skills & Competencies
  • Strong leadership and people management capabilities.
  • Excellent knowledge of Singapore WSH legislation, Fire Safety regulations, and industry best practices.
  • Strong risk assessment, auditing, and incident investigation skills.

Preferred Skills
  • Extensive knowledge of manufacturing, metalworks, fabrication, welding, hot works, lifting operations, and work-at-height activities.
  • Experience managing ISO 45001, bizSAFE, and other safety management systems.
  • Experience leading fire safety programmes and emergency response planning.
  • Strong contractor safety management and stakeholder engagement skills.
  • Proven track record in improving workplace safety performance and strengthening organisational safety culture.
