Job summary

Bishan-Toa Payoh Town Council is seeking a Resident Technical Officer on a 1-year renewable contract to support the Planning & Contracts team. You will conduct site inspections, verify workmanship and materials, and ensure compliance with project specs, safety requirements, and BTPTC standards.

The ideal candidate holds a Diploma or equivalent in Civil or Structural Engineering, with at least 2 years of supervision experience and accreditation by IES/ACES JAC.

Qualifications

• Diploma or equivalent in Civil/Structural Engineering or related field.
• At least 2 years of full-time supervision experience in structural/architectural works.
• Accredited by IES/ACES Joint Accreditation Committee (JAC).
• Knowledge of construction methods, materials and industry standards.

Responsibilities

• Conduct routine site inspections to monitor workmanship and materials.
• Verify works align with drawings, specifications, contracts and codes.
• Identify and report defects and monitor corrective actions.
• Ensure compliance with safety and regulatory requirements on site.
• Maintain inspection records, site reports and photographic documentation.
• Liaise with contractors, consultants and stakeholders to resolve issues.
• Monitor rectification progress and verify completion.
• Provide technical feedback and site observations to the Planning & Contracts team.
• Attend site meetings and assist in preparing inspection/progress reports.
• Perform any other duties to support project delivery and QA.
