Job summary

Greensafe International Pte Ltd in Singapore seeks a Resident Technical Officer (RTO) for M&E supervision on data centre projects. You will oversee installation, ensure compliance with drawings, specs, and safety requirements on site while coordinating with contractors and stakeholders.

You will conduct inspections, verify QC, monitor progress, and assist testing and commissioning, with a focus on critical M&E systems, safety standards, and timely delivery.

Qualifications

• Diploma in Mechanical or Electrical Engineering.
• Minimum 3 years of relevant experience as a Resident Technical Officer (RTO) in Mechanical & Electrical.
• BCSS (Building Construction Safety Supervisor) certification.
• RTO M&E registration with Institution of Engineers Singapore (IES).

Responsibilities

• Supervise and monitor M&E installation works for data centre projects per drawings, specs, method statements, codes and safety.
• Conduct regular site inspections and quality checks on M&E systems, identify defects, and initiate corrective actions.
• Coordinate with main contractors, M&E subcontractors, consultants, vendors and project teams to resolve issues.
• Oversee installation of critical data centre systems: HVAC/ACMV, chilled water, power distribution, UPS, generators.
• Witness and verify testing and commissioning to ensure design and operational standards are met.
• Monitor progress and ensure timely completion per project schedules.
• Review and verify method statements, inspection requests, test reports, shop drawings, RFIs, and submissions.
• Maintain daily site records, inspection & progress reports, T&C records, and project documentation.
• Ensure all works comply with WSH requirements and data centre safety standards.
• Support IST, commissioning, handover and defect rectification activities.
• Work independently and coordinate with contractors, consultants, vendors to drive project success.

Responsibilities

• Supervise and monitor Mechanical & Electrical (M&E) installation works for data centre projects to ensure adherence to approved drawings, project specifications, method statements, codes, and safety requirements
• Conduct regular site inspections and quality checks on data centre M&E systems to identify defects or non-conformities and initiate corrective actions
• Coordinate with main contractors, M&E subcontractors, consultants, vendors, and project teams to resolve technical and site issues efficiently
• Oversee installation of critical data centre systems including HVAC/ACMV, chilled water systems, electrical distribution, UPS, generators, switchboards, containment, and related M&E services
• Witness and verify testing and commissioning (T&C) activities to confirm systems meet design and operational standards
• Monitor installation progress and ensure completion according to project schedules
• Review and verify method statements, inspection requests, test reports, shop drawings, RFIs, and technical submissions for compliance and accuracy
• Maintain accurate daily site records, inspection reports, progress reports, T&C records, and project documentation
• Ensure all works comply with Workplace Safety & Health (WSH) requirements and data centre safety standards
• Support integrated systems testing (IST), commissioning, handover, and defect rectification activities for data centre projects
• Work independently and coordinate effectively with contractors, consultants, vendors, and project stakeholders to drive project success

Required competencies and certifications

• Diploma in Mechanical or Electrical Engineering
• Minimum 3 years of relevant experience as a Resident Technical Officer (RTO) in Mechanical & Electrical (M&E)
• BCSS (Building Construction Safety Supervisor) certification
• RTO M&E registration with Institution of Engineers Singapore (IES)

Preferred competencies and qualifications

• Experience in data centre projects with exposure to critical M&E systems and installation works
• Knowledge of Singapore construction practices, M&E requirements, and WSH regulations
• Familiarity with data centre critical infrastructure, redundancy requirements, commissioning procedures, and quality standards
• Strong communication, coordination, inspection, reporting, and problem-solving skills
