Job summary

Top Star Builder Pte. Ltd. requires an experienced Resident Technical Officer (M&E) to oversee building projects in Singapore. The role focuses on ensuring compliance with project specifications, safety and quality standards, and adherence to consultant instructions.

The ideal candidate holds a Diploma/Degree in M&E with a valid RTO certificate accredited by IES/ACES and at least 5 years of relevant supervision experience. Strong communication and teamwork are essential.

Qualifications

• Diploma or degree in M&E required.
• Minimum 5 years of relevant experience as RTO for supervision of building projects in Singapore.
• Resident Technical Officer Certificate (M&E) accredited by IES/ACES.
• Knowledge of institutional projects and statutory codes.

Responsibilities

• Understand project specs and drawings; ensure work complies with regulations and client requirements.
• Monitor site works to ensure method statements and procedures are followed.
• Supervise structural works and identify contractor non-conformities on site.
• Ensure builder executes work per consultant's instructions.
• Check drawings for discrepancies and propose solutions to prevent delays.
• Conduct quality inspections and QC of materials used on site.
• Document site inspection records, safety records and approved/as-built drawings.
• Maintain site records on progress, housekeeping and reporting.

Job description

• Understanding of Project Specifications, construction drawings and to ensure that all site activities comply with the regulations and client’s requirements
• Monitor site works to ensure the method statements and work procedure are strictly followed.
• Competent in carrying out supervision of structural works by identifying any non-conformity of contractor’s work site.
• Ensure the Builder executes the work in accordance to Consultant’s instructions
• Check drawings for discrepancies and highlight to consultant, suggesting possible solutions to prevent delays
• Conduct quality inspections and quality control of materials used for the project
• To ensure proper documentation of site inspection records, safety records and approved /as-built drawings
• Maintaining and updating site records on progress of work, housekeeping and preparing reports
• Diploma/Degree in M&E
• Minimum5 years of relevant working experiencein the capacity of RTO for supervision of building projects in Singapore.
