Job summary

BECA CARTER HOLLINGS & FERNER (S.E.AASIA) PTE LTD is seeking a Resident Technical Officer to supervise healthcare construction works at Miltonia Close area in Singapore. The incumbent will assist on-site, ensuring compliance with statutory and client requirements.

The role requires a Civil/Structural Engineering diploma, IES/ACES registration, 5+ years RTO experience in multi-storey buildings, and familiarity with safety standards and site documentation.

Qualifications

• Diploma in Civil/Structural Engineering acceptable for IES/ACES registration.
• Valid Resident Technical Officer Practicing Certificate.
• Minimum 5 years of C&S RTO experience supervising multi-storey buildings.
• Healthcare/residential project experience preferred.
• Proficient in MS Office and Excel.

Responsibilities

• Assist on-site in supervising and inspecting construction works to meet client requirements.
• Collaborate with engineers, QP, Resident Engineer and contractors to resolve issues and ensure timely completion.
• Implement and sustain site supervision quality and safety systems.
• Supervise structural and geotechnical works and identify non-conformities.
• Monitor project progress and maintain site records and documentation.
• Check method statements and drawings including authority submissions and shop drawings.
• Regular site checks on contractors to ensure MOM safety compliance.
• Inspect architectural finishing materials and works.
• Tentative commencement November 2026.

Job description

Project location: Healthcare Project in Miltonia Close area

Responsibilities:

• Assist the Resident Engineer on-site in supervising and inspecting construction work on-site to ensure that all works comply with statutory and client requirements.
• Work closely with C&S QP, Resident Engineer and other Resident Technical Officers and contractors to resolve site issues and ensure timely project completion.
• Implement and sustain the site supervision quality & safety assurance system.
• Carry out supervision of structural & geotechnical works by identifying any non-conformity of contractor's on-siteworks.
• Monitor project progress schedule and quality standards.
• Maintain and update site records on project progress.
• Ensure proper maintenance and updating of site documentation for ongoing works, site meetings, safety records, method statements, shop drawings, as-built submissions etc.
• Be familiar with and check all method statement and drawings (including authority submission and shop drawings).
• Carry out regular site checks on contractors & ensure compliance with health and work safety per MOM regulations.
• Inspect and monitor the quality of architectural finishing material delivered to the site.
• Inspect and supervise architectural works
• Tentative commencement November 2026

Requirements:

• Possess a recognized Civil/Structural Engineering diploma acceptable for registration with IES/ACES
• Accredited with IES/ACES with a valid Resident Technical Officer Practicing Certificate.
• Minimum five(5) years of C&S RTO work experience supervising multi-storey buildings, with strong knowledge of bored piling, precast building construction, structural steel, ERSS(earth retaining stabilizing structure) and architectural works.
• Experience in healthcare/residential projects will be an added advantage.
• Proficient in Microsoft Office and Excel.
• A good team player and experience in assisting Resident Engineer in supervision.
