Job summary

Surbana Jurong is hiring an on-site Resident Technical Officer (RTO) to oversee civil engineering works in Singapore. The role requires an RTO certificate and a degree in Civil & Structural Engineering, with 3–5 years of Singapore site experience.

You will ensure compliance with authorities, supervise contractors, and manage safety and quality documentation. You will collaborate with engineering professionals and regulatory bodies to coordinate activities, verify progress and claims, and support

Qualifications

• Diploma/ Degree in Civil & Structural Engineering with valid RTO certificate (IES, Singapore).
• Min. 3–5 years' site experience as RTO in Singapore civil projects.
• Strong knowledge of authorities and client requirements and construction regulations.

Responsibilities

• Implement and sustain the site supervision quality & safety assurance system.
• Carry out regular site checks on contractor and ensure compliance with health and work safety regulations.
• Ensure proper site documentation for ongoing works, meetings, safety records, method statements, shop drawings, as-builts, etc., is well managed.
• Assist on site to ensure all works comply with regulatory and client requirements.
• Assist Consultant's PM/SOR to coordinate site activities, verify contractor progress and claims.
• Collaborate with Professional Engineers, authorities and contractors to plan, coordinate, supervise and hand over projects.

Responsibilities

• To carry out regular site checks on contractor & ensure compliance with health and work safety in accordance with all Authorities regulations.
• Ensure that proper site documentation for ongoing works, site meetings, safety records, method statements, shop drawings, as built submissions etc., are well managed.
• Assist on site to ensure that all works comply fully with regulatory and client's requirements.
• Assist Consultant's PM/ SOR to coordinate for the site activities, to verify the Contractor's works progress and claims.
• Work closely with Professional Engineers, Regulatory Authorities and Contractors to provide planning, coordination, supervision and handover, not only to solve site problems, but also to ensure timely completion of the projects.

Requirements

• Diploma/ Degree in C&S Engineering with valid Resident Technical Officer (RTO) certificate from IES, Singapore.
• Min. 3 to 5 years' site working experience as RTO in Singapore for Civil Engineering projects.
• Strong knowledge of Authorities and Client requirements and regulation for construction.
