About the role
The Resident Technical Officer (RTO) will be responsible for full-time site supervision, technical inspection, and quality assurance of all architectural, structural, and Mechanical & Electrical (M&E) works under Phase 2 renovation of a nursing home. The RTO ensures that the contractor executes all works strictly in accordance with approved Design & Build (D&B) drawings, technical specifications, statutory building codes (BCA, SCDF, PUB, NEA, MOM), and the stringent operational constraints of a live healthcare/nursing home facility.
Key responsibilities
- Supervise and inspect structural and architectural modifications across the Main Block (Levels 1–4, including M1–M4 wards, nurse stations, pantries, storage rooms, and resident rooms) and Tower Block (Levels 3, 4, 6, 7, and 8).
- Verify the correct installation of specialized medical-grade carpentry, including nurse station counters with concrete/cement tile plinth bases, lockable controlled-drug compartments, full-height storage cupboards, and ward pantry cabinetry built with water-resistant solid plywood and Formica laminate.
- Inspect the installation of various door assemblies (top-hung pocket/non-pocket sliding doors, double-leaf doors, PVC cubicle doors, and main toilet/room doors) complete with frames, top track guides, viewing glass panels, and heavy-duty ironmongery.
- Oversee the supply and installation of hospital-grade heterogeneous sheet vinyl flooring (minimum 2.0 mm thick, R9 slip resistance, factory-applied PU treatment, heat-welded seamless joints, and 100 mm covered skirting) across designated common areas and resident rooms, verifying subfloor preparation and adhesion.
- Inspect the continuous installation of heavy-duty, impact-resistant wall protection and corner guards along corridors, pantries, and nurse stations.
- Monitor hacking and demolition works for ward toilets and M4 resident ISO toilets (17 toilets total) to ensure structural integrity and proper debris disposal.
- Witness mandatory waterproofing ponding/flood tests on floor slabs and wall upturns prior to the installation of new finishes.
- Inspect the laying of new anti-slip homogeneous/porcelain floor tiles (R10/R11 ratings) and ceramic wall tiles in ward toilets.
- Supervise the application and wet slip-resistance testing of specialized anti-slip coatings on existing toilet floor tiles across Tower Block resident ward toilets, verifying manufacturer coverage, curing periods, and drainage clearance.
- Verify M&E coordination drawings and physical site routing to prevent clashing services and ensure statutory headroom clearances are maintained.
