LEWE Engineering Pte. Ltd. is seeking an experienced Regional Human Resources& Administration Manager to lead and coordinate the full spectrum of Human Resources and Administration activities in Singapore and across our assigned regional operations in Malaysia, Indonesia (including Batam) and India .
Based in Singapore, the successful candidate will serve as a key HR business partner to Management and will be responsible for developing and implementing practical people strategies that support business growth, organisational capability and regional operations.
This is a hands-on regional management position requiring the ability to operate at both strategic and operational levels, including workforce planning, talent acquisition, compensation and benefits, payroll governance, employee relations, performance management, learning and development, succession planning, HR compliance, HR systems and administration.
The role will work closely with Directors, HODs, line managers, regional employees and relevant external stakeholders across different employment jurisdictions.
Key Responsibilities
- Lead and coordinate the full spectrum of HR and Administration functions across Singapore and assigned regional operations in Malaysia, Indonesia/Batam and India.
- Partner with Management and HODs on organisation structure, strategic workforce planning, manpower budgeting, workforce capability, talent requirements and people-related business matters.
- Develop, implement and review regional HR policies, procedures, employee handbooks, SOPs and governance frameworks while ensuring appropriate localisation according to applicable country requirements.
- Lead regional manpower planning and recruitment for managerial, professional, engineering, technical, project, operational and support positions.
- Manage the end-to-end employee life cycle including recruitment, onboarding, confirmation, transfer, promotion, performance management, development, employee relations and separation.
- Develop and review compensation and benefits practices, salary structures, market benchmarking, annual salary reviews and other remuneration programmes.
- Provide governance and oversight of payroll, attendance, leave, allowances, statutory requirements and related HR controls across assigned entities.
- Advise Management and line managers on employee relations, disciplinary matters, grievances, investigations, performance issues and employment-related matters.
- Manage or coordinate disciplinary processes and employment disputes in accordance with applicable policies and local employment requirements.
- Develop and coordinate performance-management, talent-management and succession-planning processes.
- Lead Training Needs Analysis, competency development, annual training planning and leadership/employee development initiatives.
- Support regional employee deployment and cross-border HR matters, including coordination of relevant work authorisation and immigration processes where applicable.
- Monitor changes in employment legislation and regulatory requirements affecting assigned regional operations.
- Lead HR compliance reviews and support internal/external audits relating to employment and labour practices.
- Support relevant HR requirements associated with management systems and responsible-business/customer requirements, including applicable ISO and RBA requirements .
- Drive HRIS, HR process improvement, digitalisation and people analytics.
- Prepare HR management reports and dash boards covering workforce, recruitment, turnover, absenteeism, labour cost, overtime, talent, capability, employee relations and people-related risks.
- Oversee relevant Administration activities including office administration, licences, insurance, employee accommodation/travel arrangements, vendors, facilities and other administrative services as assigned.
- Lead, guide and develop HR & Administration personnel within the assigned regional operations.
- Undertake regional travel as required to support business and HR operational requirements.
Requirements
Education& Professional Qualifications
- Bachelor's Degree in Human Resource Management, Psychology, Business Administration, Management or a related discipline .
- Postgraduate qualification in Human Resource Management, Business Administration, Management or a related discipline would be advantageous.
- Professional HR certification, qualification or professional membership from a recognised Singapore or international HR professional body , such as IHRP, SHRI, HRCI, CIPD, SHRM or equivalent , would be advantageous.
Professional Experience
- Minimum 10 years of progressive Human Resources experience , with strong exposure to both strategic and operational HR management.
- Minimum 3 years of proven experience in a Regional HR Manager, Regional HR Business Partner, HR Manager with multi-country responsibilities, or equivalent regional HR leadership capacity .
